Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Technical Director, Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security, will play a pivotal role in providing strategic and technical leadership for the EpiC Global Health Security (GHS) activities in Ukraine. This position entails overseeing the delivery of technical support to various public health institutions, including healthcare facilities, the Center for Public Health, and civil society organizations. The Technical Director will be responsible for designing and implementing strategies focused on infection prevention and control (IPC), antimicrobial resistance (AMR), and health emergency management (HEM). The role emphasizes the prevention, detection, and response to infectious disease outbreaks of epidemic significance, ensuring that all activities align with national regulations and international frameworks. The Technical Director will collaborate closely with the EpiC Ukraine Project Director to ensure effective implementation of initiatives and will lead a technical team to ensure that objectives are met and measurable capacity is built among Ukrainian counterparts.
Duties and Responsibilities: The Technical Director will serve as the technical lead for EpiC GHS activities in Ukraine, providing direction in the development and implementation of annual workplans and budgets. Responsibilities include ensuring high-quality technical deliverables are developed and submitted on schedule, maintaining strategic relationships with key stakeholders, and contributing to strategic planning processes. The Technical Director will lead efforts to build the technical capacity of Ukrainian counterparts through training and mentoring, promote innovative approaches to strengthen disease response, and support the integration of digital health tools. The role also involves liaising with public health authorities during outbreaks, ensuring timely support for client requests, and collaborating with the MEL Director to finalize technical indicators and reports. The Technical Director will represent EpiC at national meetings and support the professional development of direct reports.
Required Qualifications: Candidates must possess comprehensive knowledge of Global Health Security concepts and capabilities, with subject matter expertise in one or more GHS domains. Familiarity with the 7-1-7 timeliness approach and International Health Regulations Monitoring and Evaluation framework tools is preferred. Strong organizational, problem-solving, project management, and technical skills are essential. The ability to influence and negotiate effectively, along with proven leadership experience, is required. Excellent oral and written communication skills in English are mandatory, while fluency in Ukrainian is highly desirable.
Educational Background: A Master’s degree in infectious diseases, epidemiology, public health, or a related field is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing complex projects effectively.
Experience: Candidates should have at least 12 years of experience in public health practice, infectious diseases, or global health security fields, with a minimum of 8 years in leadership roles. Demonstrated supervisory experience managing teams of technical advisors is essential, along with prior work experience with international NGOs and extensive knowledge of Ukraine’s public health systems. Experience engaging with national governments and donors is also required, as well as familiarity with global health security information systems and performance-based reporting.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Fluency in spoken and written Ukrainian is highly desirable, as it will facilitate effective communication with local stakeholders and counterparts.
Additional Notes: This position may require travel within Ukraine, with an estimated travel requirement of 25-50%. The role is full-time and involves direct supervision of a team of Technical Advisors.
