Job Overview:
The consultancy role is designed to support the operationalization of the ITN assessment procedures guidance document developed under the Gates funded ITN Campaign Efficiency Project. The consultant will work to enhance data utilization for informed decision-making and leverage digital tools for optimizing ITN campaigns and continuous distribution. The primary objective is to ensure that the right insecticide-treated nets (ITNs) reach the right people at the right time, ultimately aiming to reduce the malaria burden through effective prevention strategies. The consultant will also build capacities of AMP technical assistance and national malaria programmes on household registration and ITN distribution quality assessment for campaign distribution.

Duties and Responsibilities:
The consultant will provide technical support to national malaria programmes (NMPs), implementing partners, and members of the AMP technical assistance team on household registration quality assessments and ITN campaign post-distribution assessments. Responsibilities include supporting capacity building for NMPs and AMP TA providers on monitoring and evaluation (M&E) approaches, reviewing protocols and M&E planning documents, assisting with planning and implementation of ITN mass campaign activities, and developing a clustered lot quality assurance (cLQAS) training package. The consultant will also review training materials for accuracy and relevance, organize webinars and trainings, and develop best practice examples for cross-country learning.

Required Qualifications:
An advanced degree in public health, epidemiology, biostatistics, or a related field is required. The consultant must have a minimum of 15 years of experience in malaria programs, household surveys, or mass campaign monitoring and evaluation, along with 10 years of experience with monitoring and evaluation methods, including cLQAS. Proven experience in developing, reviewing, and delivering training materials is essential, as well as familiarity with cross-country learning initiatives and best practice documentation.

Educational Background:
Candidates must possess an advanced degree in public health, epidemiology, biostatistics, or a related field, which is crucial for understanding the complexities of malaria programs and the methodologies involved in monitoring and evaluation.

Experience:
The position requires a minimum of 15 years of experience in malaria programs, household surveys, or mass campaign monitoring and evaluation. Additionally, candidates should have at least 10 years of experience with monitoring and evaluation methods, particularly cLQAS. Experience in providing technical assistance to national malaria programmes or large-scale public health campaigns is preferred, along with a background in organizing and delivering webinars, workshops, or trainings on M&E or campaign quality assessments.

Languages:
Fluency in English is mandatory for this consultancy role. Knowledge of additional languages may be beneficial but is not specified as a requirement. Familiarity with GIS/mapping tools for data visualization and follow-up investigations is preferred.
