Job Overview: The Portfolio Project Management Officer will be situated within the Office of the Secretary General (OSG) at ICAO Headquarters in Montreal. This role is pivotal in ensuring that ICAO's strategic initiatives are effectively managed and aligned with the organization's overarching goals. The incumbent will be responsible for overseeing the Continuous Organizational Improvement (COI) Programme and managing the Portfolio Project Management (PPM) processes. This includes coordinating with various stakeholders to ensure that projects are planned, executed, monitored, and reported in accordance with ICAO's Strategic Plan and Business Plan. The officer will also be tasked with developing and implementing project management tools and frameworks that facilitate effective project delivery across the organization. The role demands a high level of engagement with different teams and requires the ability to navigate complex organizational structures to achieve desired outcomes.
Duties and Responsibilities:
Coordinates and delivers aligned Programme and Project Management tools and guidance for ICAO, ensuring effective implementation of the Project Portfolio. This includes setting standards for business case development, maintaining project management frameworks, and providing training to project teams.
Manages the implementation of the COI High Priority Enabler Programme, facilitating governance mechanisms for project approval and closure, defining project scopes, timelines, and milestones, and monitoring project implementation.
Oversees the Project Portfolio, managing resources, ensuring accountability, and aligning projects with strategic objectives. This involves preparing project submissions for governance boards and conducting periodic project reviews.
Delivers governance, reporting, and management information for the Project Portfolio, developing communication strategies, conducting training workshops, and analyzing data to provide insights for decision-making.
Performs other related duties as assigned, contributing to the overall effectiveness of the SPM team and ICAO's strategic objectives.
Required Qualifications: Candidates must possess an advanced level university degree (Master’s degree or equivalent) in management, business administration, information technology, human resources management, industrial engineering, business change management, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have relevant certifications such as Prince 2, Project Management Institute, Agile, or equivalent qualifications in Portfolio, Programme, and/or Project Management. Desirable qualifications include certifications in Business Process Management and Change Management.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s level) in relevant fields such as management, business administration, or related disciplines. Candidates with a first-level university degree and additional qualifying experience may also be considered. Relevant project management certifications are essential, and additional qualifications in change management or business process management are desirable.
Experience: The position requires a minimum of seven years of experience in Portfolio, Programme, and Project Management. Candidates should have experience working in a project management office and managing stakeholder communications effectively. Demonstrable experience in change management and communications is essential. Desirable experience includes process management, organizational change management, and familiarity with the UN system.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this role. A working knowledge of any other UN language (Arabic, Chinese, French, Russian, Spanish) is considered desirable and advantageous for the position.
Additional Notes: This position is initially for a one-year term, with the possibility of extension. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. The remuneration for this position is at the P-4 level, with a net base salary of USD $84,672 per annum plus a post adjustment of USD $30,651 per annum, subject to change. ICAO encourages female candidates to apply, particularly for professional and higher-level positions.
