Job Posting Organization: The Office of Internal Oversight (OIO) is dedicated to assisting the Secretary General in ensuring that the International Civil Aviation Organization (ICAO) is managed effectively, efficiently, and economically. Established to provide independent and objective assurance, advice, insight, and foresight, OIO performs internal audits, evaluations, and other oversight assignments. The organization focuses on improving governance, risk management, and control processes, as well as enhancing program management and achieving results. OIO operates with a systematic and disciplined approach to ensure accountability for the effective use of organizational resources in accordance with the approved Budget and Business Plan. The evaluation process emphasizes assessing the relevance, coherence, effectiveness, efficiency, impact, and sustainability of projects, programs, policies, and strategies against established plans and objectives. Internal audits are conducted to ensure compliance with policies and regulations, and to maintain accountability for the proper use of resources, consistent with organizational objectives and best practices.
Job Overview: The Evaluation Consultant will work under the general guidance of the Chief of the Office of Internal Oversight (OIO) and report directly to the Evaluation Specialist. The primary responsibility of the consultant will be to assess the Regional Portfolio of the European and North Atlantic (EUR/NAT) Office. This role involves conducting thorough data analysis and delivering evaluation reports that include actionable recommendations. The evaluation aims to examine the relevance, coherence, effectiveness, and efficiency of ICAO’s support to the Civil Aviation Authority of the EUR/NAT Region. The consultant will identify lessons learned, best practices, and provide recommendations for improvement as necessary. The evaluation process will adhere to the Norms and Standards for Evaluation in the United Nations System, which were approved by the United Nations Evaluation Group (UNEG) in April 201
The consultant is expected to develop and finalize the Inception report and data collection tools, ensuring that the information gathered is credible, reliable, and useful for the evaluation.
Duties and Responsibilities: The Evaluation Consultant will have several key functions and responsibilities. Firstly, they will develop and finalize drafts of the Inception report and associated tools, ensuring that the report provides evidence-based information that is credible and useful. Secondly, the consultant will collect and analyze data for the evaluation, reviewing all relevant sources of information, including Business Plans, EUR/NAT Regional Office Operating Plans, project documents, and various reports. They will collect data from existing ICAO information systems and conduct interviews and surveys with stakeholders in the EUR/NAT region. The consultant will prepare summary interview notes, analyze the data, and perform technical quality assurance on the interpretation of results. Thirdly, the consultant will develop conclusions and actionable recommendations, drafting the Evaluation Report in accordance with the guidance document and addressing comments received during briefings. Finally, the consultant will perform other related duties as assigned, ensuring that all deliverables, including the Inception report, summary interview notes, PowerPoint presentations, and final Evaluation Reports, are completed to a high standard.
Required Qualifications: The position requires an advanced level university degree (Masters’ degree or equivalent) in an aviation-related field, evaluation, economics, engineering, business management, social science, or any other related field. Alternatively, a first-level university degree combined with additional years of qualifying experience may be accepted in lieu of the advanced degree. The consultant must have a minimum of 7 years of professional experience in evaluation, specifically in evaluating projects and programs. Experience in project management is essential, along with familiarity in dealing with State Representatives and governmental and non-governmental entities at various levels. A sound knowledge of Results-Based Management (RBM) systems and strong Monitoring and Evaluation (M&E) experience is required, including quantitative, qualitative, and participatory approaches, information analysis, and report writing. Knowledge and experience of the UN System and the use of UNEG Norms and Standards for evaluation are also necessary. Excellent communication and interview skills, as well as strong report writing abilities, are critical for success in this role.
Educational Background: The educational background required for this position includes an advanced level university degree (Masters’ degree or equivalent) in fields such as aviation, evaluation, economics, engineering, business management, social science, or other related disciplines. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational foundation is essential for understanding the complexities of aviation-related evaluations and the methodologies involved in assessing projects and programs.
Experience: The position requires a minimum of 7 years of professional experience in evaluation, particularly in evaluating projects and programs. The consultant should have experience in project management and be familiar with engaging State Representatives and various governmental and non-governmental entities. A strong background in Monitoring and Evaluation (M&E) is necessary, with expertise in both quantitative and qualitative methods, as well as participatory approaches. Knowledge of the UN System and experience with UNEG Norms and Standards for evaluation are also important. The consultant should demonstrate the ability to deliver quality results within strict deadlines, showcasing their capacity to manage time effectively and prioritize tasks.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of a second language of the Organization, such as Arabic, Chinese, French, Spanish, or Russian, is desirable. Proficiency in multiple languages can enhance communication with diverse stakeholders and facilitate the evaluation process.
Additional Notes: Evaluation consultants are expected to adhere to the highest ethical standards and must sign a Code of Conduct upon acceptance of the assignment. The evaluation will be conducted in accordance with the principles outlined in the UNEG 'Ethical Guidelines for Evaluations'. The selected consultant is expected to be employed from November 24, 2024, to April 30, 2026, for a total of 50 working days. This position may involve a mix of remote work and in-person engagements, depending on the requirements of the evaluation process and the availability of stakeholders.
