Job Overview: The position of Solution Architect and Delivery Manager within the Capacity Building and Implementation (CDI) Bureau of ICAO involves providing IT support to define and document business specifications, application functionality, and workflow requirements. The incumbent will assist in developing reporting solutions, including a data warehouse with business intelligence tools, and will create dashboards and reports for management and the Council. This role requires a strong understanding of ICT systems and the ability to manage projects effectively, ensuring that the solutions align with ICAO's strategic goals and the needs of its member states. The successful candidate will work closely with various stakeholders to implement and support ICT systems that enhance the operational capabilities of the CDI Bureau.
Duties and Responsibilities:
Serve as Solution Architect and Delivery Manager for implementing and supporting ICT systems for the CDI Bureau, including designing solution concepts and managing secure IT systems.
Lead the implementation of CDI systems as Product Owner, acting as a liaison between organizational units and development teams, defining ICT solution requirements, and validating technical solutions.
Support the delivery of the Enterprise Solution for Project Portfolio Management (PPM) system, ensuring end-to-end corporate solution delivery and maintaining comprehensive documentation.
Provide IT support to CDI, delivering technical and functional support to PPM business users, conducting training sessions, and coordinating modifications to support enhancements.
Support the initiation and planning of organizational business strategy elements, ensuring alignment of business capabilities with ICT investments.
Provide subject matter expertise for assigned ICT projects, evaluating hardware and software purchases, and drafting Terms of References for IT systems acquisition.
Perform other related duties as assigned.
Required Qualifications: Essential qualifications include an advanced university degree in computer science, information systems, mathematics, statistics, or a related field. A first-level university degree combined with qualifying experience may be accepted. Desirable qualifications include ITIL or COBIT certification, as well as PRINCE 2 Practitioner or Project Management Professional (PMP) certification. Candidates should have extensive knowledge and experience in supporting information technology, particularly in application management, programming, databases, and business analysis. Proven ability to manage IT stakeholder relationships effectively is crucial.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in a relevant field such as computer science, information systems, mathematics, or statistics. A first-level university degree may be accepted in combination with qualifying experience. Additional certifications such as ITIL, COBIT, PRINCE 2, or PMP are desirable and can enhance a candidate's profile.
Experience: The position requires a minimum of five years of experience in Business Analysis and Solution Design for ICT Services, particularly in project management, finance, and HR operations. Candidates should also have at least five years of experience in planning, designing, developing, implementing, deploying, and maintaining computer information systems, with a preference for experience in ERP systems, particularly Oracle Fusion. Additionally, four years of experience in Jira cloud functionalities, configuration, and administration is required, along with familiarity with ITIL and ITSM frameworks.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is desirable and can be beneficial for communication within the international context of ICAO.
Additional Notes: This position is to be filled on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to any activities or offices of the Organization. The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 6
The remuneration for this position is at the P-3 level, with a net base salary of USD 70,212 per annum plus a post adjustment of USD 26,469.92, subject to change.
