Job Overview:
The Human Resources Assistant position is integral to the Staff Employment and Administration Section (SEA) within the Bureau of Administration and Services (ADB) at ICAO. The role involves a variety of operational HR management tasks, including contract management, benefits administration, and staff support. The incumbent will report directly to the HR Specialist (Staff Administration) and will be responsible for preparing offers and letters of appointment, administering staff entitlements, monitoring leave, and providing guidance to staff members. The position requires a proactive approach to managing HR processes and ensuring compliance with organizational policies and procedures. The HR Assistant will also play a key role in enhancing gender equality and supporting the advancement of women within the organization, aligning with ICAO's commitment to UN Sustainable Development Goal 5.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Assistant include:
  • Preparing offers and letters of appointment for new staff, ensuring timely and efficient processing.
  • Liaising with the medical team to verify medical certifications for new recruits.
  • Administering various staff entitlements, including allowances and benefits, and ensuring compliance with policies.
  • Monitoring leave entitlements and providing support to staff regarding leave management.
  • Administering formalities related to staff separations, including calculating entitlements and preparing necessary documentation.
  • Providing guidance and support to staff members on HR processes and entitlements, and maintaining accurate records in electronic databases.
  • Conducting periodic reviews and updates of staff status and entitlements, and preparing reports for management review.
  • Performing other related duties as assigned by the HR Specialist.

Required Qualifications:
The position requires a Diploma of College Studies (DEC) or equivalent as essential education. Additional training or certification in human resources, business administration, or a related field is desirable. Candidates must have a minimum of six years of administrative experience in Human Resources or a related field, with proven experience in managing contractual arrangements and applying staff rules and regulations. Familiarity with ERP systems and proficiency in Microsoft Excel are also essential. Experience with UN entitlements and compensation systems is considered an asset.

Educational Background:
Candidates must possess a Diploma of College Studies (DEC) or an equivalent qualification. Additional training or certification in human resources, business administration, or a related field is highly desirable and would enhance a candidate's profile for this position.

Experience:
The role requires a minimum of six years of administrative experience in Human Resources or a related field. Candidates should have a proven track record in managing contractual arrangements and applying relevant staff rules and regulations. Experience with ERP systems and common desktop applications, particularly Microsoft Excel, is essential. Desirable experience includes familiarity with the entitlements, allowances, benefits, and compensation systems of the United Nations.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would be an advantage in this role.

Additional Notes:
This is a locally-recruited position, restricted to Canadian Citizens, Permanent Residents of Canada, and applicants with a valid work permit. The position is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants and may be assigned to various activities or offices within the duty station. The organization offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. Remuneration for this position is set at a net base salary of CAD 55,741 per annum.
