Job Overview:
The Senior Aviation security" style="border-bottom: 1px dotted #007bff !important;">Security and Cybersecurity Policy Officer will play a crucial role in overseeing the development and implementation of policies related to aviation security and cybersecurity within the international air transport system. This position involves managing the Aviation Security and Cybersecurity Policy Section, which is responsible for creating and updating essential documents such as the Global Aviation Security Plan (GASeP) and the Aviation Cybersecurity Strategy. The incumbent will work closely with various committees and panels, including the Aviation Security Panel (AVSECP) and the Cybersecurity Panel (CYSECP), to ensure that security standards and practices are effectively developed and communicated. The role requires a deep understanding of international aviation security regulations and the ability to engage with diverse stakeholders to promote best practices in aviation security and cybersecurity.

Duties and Responsibilities:
The duties and responsibilities of the Senior Aviation Security and Cybersecurity Policy Officer include overseeing the development of new and amended Standards and Recommended Practices (SARPs) related to aviation security, providing support for ICAO Assembly and deliberative bodies, ensuring the development and maintenance of guidance material for States, managing ICAO’s security policy communications and outreach activities, and performing other related duties as assigned. Specific tasks include updating and maintaining security-related SARPs, coordinating activities of working groups, consulting with States on proposed amendments, managing the planning and preparation of working papers for ICAO governing bodies, and promoting the Global Aviation Security Plan and Cybersecurity Action Plan. The officer will also be responsible for liaising with various UN entities and international organizations to enhance cooperation on aviation security matters.

Required Qualifications:
Candidates must possess an advanced-level university degree (Master’s degree or equivalent) in security, law, international affairs, public administration, aviation, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Essential qualifications include a minimum of ten years of progressively responsible experience in aviation security programs, including at least three years with a State civil aviation security authority or international organization. Candidates should demonstrate experience in developing and implementing aviation security and cybersecurity policies, as well as effective communication skills with diverse audiences.

Educational Background:
The educational background required for this position includes an advanced-level university degree in relevant fields such as security, law, international affairs, public administration, or aviation. A first-level university degree may be accepted if accompanied by additional qualifying experience in related areas. This educational foundation is crucial for understanding the complexities of aviation security and cybersecurity policy development.

Experience:
The position requires a minimum of ten years of experience in progressively responsible roles related to aviation security, with at least three years spent working within a State civil aviation security authority or an international organization. Candidates should have a proven track record in the development and implementation of aviation security and cybersecurity policies, as well as experience in managing sensitive discussions and cultivating relationships with key stakeholders in the aviation sector.

Languages:
Fluency in English, including reading, writing, and speaking abilities, is essential for this position. Additionally, a working knowledge of any other official language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.

Additional Notes:
This position is offered on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to adhere to the standards of conduct for international civil servants and may be assigned to various activities or offices within the organization. The role is classified at the P-5 level, with a net base salary of USD $101,540 per annum, plus a post adjustment of USD $38,280 per annum, subject to change. The statutory retirement age for staff entering service after January 1, 2014, is 65 years.
