The Africa Region (AFR) Office plays a crucial role in achieving the Sustainable Development Goals (SDGs) and the broader 2030 Agenda by operationalizing the UNOPS Strategic Plan 2022-202
The AFR Regional Office, with over 900 personnel, operates in more than 20 countries, focusing on integrated solutions in infrastructure, project management, and procurement, particularly in health and climate action sectors. The North Africa Multi-Country Office (NAMCO) manages strategic risks associated with projects in Tunisia, Morocco, Libya, and Algeria, ensuring the delivery of cost-effective services that contribute to sustainable results for partners. Job Overview: The Project Manager will oversee the delivery and performance of projects under the general supervision of the Multicountry Office Director. This role involves developing and updating implementation plans, ensuring sustainability dimensions are embedded in project lifespans, and managing the production of required outputs. The Project Manager will be responsible for liaising with external suppliers, managing acceptance and delivery of work packages, and monitoring project progress. Additionally, the role requires preparing various project documentation, ensuring compliance with organizational policies, and managing project financials. The Project Manager will also engage with stakeholders, coordinate project communications, and ensure quality assurance and monitoring of project deliverables. This position is critical in contributing to the overall business targets and needs of UNOPS, particularly in the context of recruitment services for UN agencies in Tunisia.
Duties and Responsibilities:
Project Delivery and Performance: Develop and implement project plans, manage resources, ensure quality compliance, liaise with suppliers, monitor project progress, and manage risks.
Procedures: Prepare project initiation documentation, reports, and maintain project files. Ensure compliance with financial management guidelines and manage budgets.
Stakeholder Engagement: Develop stakeholder profiles, establish relationships with the Project Board and key stakeholders, and coordinate project communications.
Quality Assurance & Monitoring: Conduct quality reviews of project documents, ensure deliverables meet specified tolerances, and contribute to business targets.
Personnel Management: Lead and motivate the project management team, establish behavioral expectations, and ensure diversity in team selection and training.
Required Qualifications: Candidates must possess an Advanced University Degree in Project Management, HR Management, Business Administration, International Relations, Political/security" style="border-bottom: 1px dotted #007bff !important;">Security/Development Studies, or a relevant discipline. Alternatively, a University Degree with 2 additional years of relevant professional experience may be accepted in lieu of the advanced degree. Candidates should have a minimum of 2 years of progressive experience in project management, particularly in contract management, logistics, and reporting within public or private sector organizations. Proven experience in HR or logistics projects and administrative/financial management is highly desirable. Previous assignments with the UN system will be considered an advantage.
Educational Background: An Advanced University Degree in relevant fields such as Project Management, HR Management, Business Administration, International Relations, or related disciplines is required. A Bachelor's degree combined with 2 additional years of relevant experience may also be acceptable in lieu of the advanced degree.
Experience: A minimum of 2 years of progressive experience in project management is required, with a focus on contract management, logistics, and reporting. Experience in HR or logistics projects is highly desirable, as is experience in administrative and financial management. Previous experience with the UN system is an added advantage.
Languages: Fluency in French and English is required for this position. Proficiency in Arabic is considered an asset, enhancing communication capabilities within the diverse operational context of UNOPS.
Additional Notes: The contract type is an Individual Contract Agreement (ICA) at level ICA 1 (ICS 09), with an ongoing duration subject to organizational requirements, availability of funds, and satisfactory performance.
