Job Overview:
The Project Associate position is integral to the successful execution of the IBG (Infrastructure and Building Governance) programme in Tunisia. Under the overall supervision of the IOM Tunisia Chief of Mission and the direct supervision of the National Programme Officer, the Project Associate will play a crucial role in supporting the planning, implementation, monitoring, communication, and reporting of programme activities. This role emphasizes the construction and equipment components of the programme, ensuring that all activities align with IOM's mission and objectives. The Project Associate will also facilitate government liaison with relevant stakeholders at both national and sub-national levels, ensuring effective collaboration and communication throughout the project lifecycle. This position requires a proactive approach to problem-solving and a commitment to achieving project goals while adhering to IOM's standards and values.

Duties and Responsibilities:
The Project Associate will be responsible for a variety of tasks, including but not limited to: assisting in the implementation and monitoring of project activities with a specific focus on infrastructure and equipment purchases; retrieving, compiling, summarizing, analyzing, and presenting information/data on specific project topics; monitoring the project budget, verifying the availability of funds, obtaining necessary approvals, and updating budget-related information; acting as the focal point for administrative coordination of project implementation, which involves extensive liaison with diverse organizational units and external parties; drafting status reports that identify shortfalls in delivery and suggesting remedial actions; preparing and updating reports, briefing notes, graphics, statistical tables, presentations, and other documentation; responding to complex information requests and inquiries; setting up and maintaining files/records; organizing meetings and workshops; participating in meetings and conferences; assisting in coordinating implementation activities with local authorities, partners, UN agencies, NGOs, donors, and other stakeholders; monitoring the work of implementing partners and reporting non-compliances to the supervisor; and performing other related duties as assigned.

Required Qualifications:
Candidates must possess a school diploma with five years of relevant experience or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with three years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. The ideal candidate should have strong organizational, planning, and coordination skills, particularly in the implementation of construction-related projects, and be proficient in using Microsoft Office applications. Previous experience working with enterprise resource planning (ERP) systems is considered an asset.

Educational Background:
The educational background required for this position includes a school diploma with five years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields. The degree must be from an accredited academic institution, as recognized by the UNESCO World Higher Education Database.

Experience:
The position requires experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Candidates should have experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups. Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is advantageous. Experience in construction-related projects and equipment purchases is also considered an asset.

Languages:
Fluency in Arabic and French is required for this position, both oral and written. A working knowledge of English is also necessary. IOM's official languages are English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Tunisia will be eligible for consideration. Any offer made to the candidate is contingent upon funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Appointment will be subject to certification of medical fitness, verification of residency, visa, and authorizations by the concerned government, where applicable.
