In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Senior National Gender Statistician will play a crucial role in the elaboration of the Country Gender Equality Profile (CGEP) for Vietnam. This position involves collecting and analyzing gender data from national surveys and censuses conducted over the past five years. The consultant will work closely with an international consultant and other authors to ensure that the CGEP reflects the current status of gender equality in Vietnam. The CGEP aims to provide a comprehensive overview of gender statistics, identify gaps, and offer recommendations for improving gender data collection and analysis. The consultant will also contribute to the drafting of sections related to gender statistics and participate in consultations with stakeholders to validate findings and recommendations. This role is essential for supporting Vietnam's commitments to gender equality and the Sustainable Development Goals (SDGs).
Duties and Responsibilities: The Senior National Gender Statistician will be responsible for the following tasks:
Provide updated gender data and statistics from national surveys and censuses for the 2024 Gender Statistic Book and the CGEP update, covering nine key areas: Human development, Social life and protection, Safety and security" style="border-bottom: 1px dotted #007bff !important;">security, Economic development, Care work, Urban planning and agriculture development, Leadership and management, Technology and digital transformation, Environment, climate change and disaster.
Offer technical support to the National Statistic Office in drafting the Gender Statistic Book 2024, based on 78 indicators of the Gender and Development Indicators.
Conduct data analysis and provide relevant statistics as requested by the international consultant and other team members.
Draft a section on the status of gender statistics in Vietnam, focusing on progress, gaps, and challenges, and provide recommendations for improvement.
Participate in discussions and consultations with the Technical Advisory Group and other stakeholders to finalize the CGEP and address data-related issues.
Ensure that the CGEP aligns with international norms and standards on gender equality and women's empowerment.
Required Qualifications: Candidates must possess a Master's degree or equivalent in Strategic Planning, social sciences, gender studies, public administration, international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, public policy, or a related field. Additionally, candidates should have at least 15 years of experience in statistics in Vietnam, with a proven understanding of the national statistical system, surveys, and censuses. Experience in data collection and analysis for gender assessments is essential, along with a strong understanding of gender issues and statistics in Vietnam. Previous experience working with government ministries on gender equality policy advocacy is preferred, and prior involvement in the UN Women CGEP process is an added advantage.
Educational Background: A Master's degree or equivalent in relevant fields such as Strategic Planning, social sciences, gender studies, public administration, international relations, international law, or public policy is required for this position. This educational background is crucial for understanding the complexities of gender statistics and the socio-economic context of Vietnam.
Experience: The position requires a minimum of 15 years of experience in statistics, specifically within Vietnam. Candidates should have extensive experience in understanding the national statistical system, including participation in data collection and analysis for gender assessments. Proven experience in working with government ministries on gender equality policies and advocacy is essential, as well as familiarity with the UN Women CGEP process.
Languages: Fluency in Vietnamese is mandatory, as the consultant will be required to draft documents in Vietnamese. Proficiency in English is also necessary for drafting sections of the CGEP and for communication with international consultants and stakeholders. Additional language skills may be beneficial but are not mandatory.
