In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

With nearly three decades of experience, the UN Trust Fund has funded over 700 initiatives, significantly contributing to global efforts to end violence against women and girls.

Job Overview:
The Programme and Finance Analyst will play a crucial role in supporting the UN Trust Fund's Regional Hub for Latin America and the Caribbean (LAC). This position involves ensuring that the implementation of grants aligns with UN Women’s rules and regulations. The analyst will be responsible for various functions including research, financial management, and program implementation. This includes providing operational, administrative, and programmatic support, collaborating closely with operations, program, and project staff across the Americas and the Caribbean Regional Office and UN Women HQ. The role also involves managing partnerships and stakeholders, coordinating events, and supporting civil society organizations and women’s rights organizations. The analyst will contribute to the development of standard operating procedures and guidelines, assist in the preparation of work plans and budgets, and support the monitoring and reporting processes.

Duties and Responsibilities:
The duties and responsibilities of the Programme and Finance Analyst include:
  • Administrative and logistical management for the UN Trust Fund Regional EVAW Hub, including arranging meetings, workshops, and events.
  • Assisting in the coordination of dialogues and advocacy spaces with civil society and women’s rights networks.
  • Providing advanced administrative support in preparing the UN Trust Fund’s regional portfolio work plan and budget.
  • Developing and updating standard operating procedures and guidelines.
  • Compiling data for documents and reports.
  • Supporting the call/request for proposals and organizing technical review committees.
  • Implementing financial strategies in compliance with UN Women’s regulations, monitoring partner agreements, and financial reports.
  • Preparing for audits and implementing audit recommendations.
  • Providing finance support to the Programme and Operations team, including financial reporting and project closure. 1
  • Assisting in programmatic collaboration and grant selection processes, including capacity assessments and knowledge management.

Required Qualifications:
The required qualifications for the Programme and Finance Analyst position include a Master’s degree or equivalent in Business Administration, Finance, Economics, or a related field. Alternatively, a Bachelor’s degree with an additional two years of qualifying experience is acceptable. Candidates should have strong analytical and quantitative skills in financial management and program implementation, as well as the ability to provide technical guidance on partner financial reporting and compliance. Proficiency in using computers and office software packages is essential, and experience in supporting civil society organizations, particularly women’s rights organizations, is desirable. Knowledge management and experience in organizing learning events are also beneficial.

Educational Background:
Candidates must possess a Master’s degree or equivalent in a relevant field such as Business Administration, Finance, or Economics. A Bachelor’s degree is acceptable if accompanied by two additional years of relevant experience. This educational background is essential for understanding the complexities of financial management and program implementation within the context of UN Women’s mission.

Experience:
The position requires at least 2 years of progressively responsible experience in program and finance management, including experience with ERP systems. Candidates with a Bachelor’s degree must have a minimum of 4 years of relevant experience. Experience in supporting the operational work of civil society organizations, especially those focused on women's rights, is highly desirable. Familiarity with knowledge management and monitoring and evaluation processes is an asset, as is experience in organizing multi-stakeholder learning events.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and can enhance a candidate's profile.
