Job Overview: The position of Consultant for Service Development Plan (SDP) involves working under the Technical Cooperation Branch (TCB) of ICAO, specifically within the Flight Operations Section (FOS). The consultant will be responsible for analyzing proposals for service provision at airports, particularly focusing on optimizing operations and resources, ensuring compliance with ICAO standards, and developing a sustainable economic model for airport operations. The consultant will also be tasked with reviewing and optimizing the Concept of Operations (ConOps), assessing service provider proposals, and ensuring that the service model aligns with international best practices. The role requires a strategic approach to enhance the overall operation of the airport, ensuring that all stakeholders, including airlines, are engaged in a transparent governance process. The consultant will also need to propose a service evolution plan that aligns with the growth of the airport and its operational complexity, making this position critical for the future development of airport services.
Duties and Responsibilities: The consultant's duties and responsibilities include:
Analyzing and optimizing the Concept of Operations (ConOps) to ensure it is tailored to Tocumen as a hub for connections, proposing adjustments for efficiency and operational coordination.
Reviewing service provider proposals to identify strengths, weaknesses, and areas for improvement, and making recommendations for optimizing operations and governance.
Assessing infrastructure and equipment needs for the initial phase of service provision, reviewing implementation schedules, and analyzing operational integration processes.
Defining a validated service model and establishing performance indicators and transparency mechanisms to ensure equitable treatment of all user airlines.
Ensuring compliance with ICAO standards and AAC regulations, proposing supervision and control schemes, and verifying training needs for SDP personnel.
Proposing a service evolution plan aligned with airport growth and identifying investment needs for each phase.
Performing other related activities as required, ensuring that all deliverables meet the expected outcomes, including governance documents, organizational structures, and risk assessments.
Required Qualifications: The required qualifications for this position include a Master's Degree in Aviation and Airport Management. Candidates should possess expertise in airport operations and apron management, particularly in airports handling over 15 million passengers. Additionally, experience in the design, tendering, contracting, and implementation of Airport Management Systems (AMS) or Service Development Plans (SDP) is essential. Candidates must have in-depth knowledge of ICAO standards and recommendations, as well as familiarity with international best practices from various global airports.
