Job Overview:
The Regional Resources Management Associate position is based in the IOM Regional Office for Asia and the Pacific (ROAP) located in Bangkok, Thailand. This role is crucial for overseeing and providing strategic and technical support to IOM activities within the region. The associate will work under the supervision of the Regional Finance Comptroller and the Regional Finance and Budget Officer, collaborating with various units at Headquarters and Administrative Centres. The primary functions of this position include supporting the Regional Resources Management Unit in finance, budget, human resources, procurement, and general administration. The associate will be expected to assist in monitoring budgets, reviewing project proposals, preparing financial reports, processing transactions, and ensuring compliance with IOM financial regulations. This role is integral to maintaining the financial integrity and operational efficiency of the Regional Office, contributing to the overall mission of IOM in promoting effective migration management.

Duties and Responsibilities:
The duties and responsibilities of the Regional Resources Management Associate include:
  • Providing support to the Regional Resources Management Unit in financial, procurement, human resources, and administrative activities.
  • Assisting in monitoring budget versus actual financials for operational activities.
  • Reviewing budgets for new project proposals and coordinating with Programme Managers and Resource Management Officers.
  • Monitoring and reviewing Country Offices project accounts, highlighting unusual transactions or discrepancies.
  • Preparing budgets and financial reports in compliance with donor requirements.
  • Processing and reconciling financial transactions and maintaining financial records using the IOM ERP System.
  • Reviewing Travel Authorizations and expense claims for completeness before processing.
  • Reviewing monthly payroll projectization results and imprest accounts.
  • Assisting in the preparation of monthly accounts closure. 1
  • Maintaining a filing system for RMU documents and ensuring proper documentation in the ERP system. 1
  • Providing guidance on accounting policies and procedures. 1
  • Ensuring office asset inventory compliance with IOM policies. 1
  • Assisting in procurement activities, including obtaining quotations and issuing Purchase Orders. 1
  • Performing other duties as assigned.

Required Qualifications:
The required qualifications for the Regional Resources Management Associate position include:
  • A Bachelor’s degree in Accounting, Commerce, or Business Administration from an accredited institution, with three years of relevant professional experience; or a high school diploma with five years of relevant experience.
  • Professional certification as a Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
  • Experience in financial administration, including management and budgeting, human resources, procurement, and logistics.
  • Proficiency in using an Enterprise Resource Planning system.
  • Experience working in an international organization is an advantage.
  • High level of computer literacy and the ability to prepare clear and concise reports.
  • Demonstrated ability to exercise sound judgment and knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage. Knowledge of SAP is highly desirable.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as Accounting, Commerce, or Business Administration from an accredited academic institution. Alternatively, candidates with a high school diploma must have five years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Professional certifications such as CA, CPA, CIMA, or ACCA are considered advantageous and enhance the candidate's qualifications for this role.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience in financial administration, which includes financial management and budgeting. Additionally, experience in human resources, procurement, and logistics is essential. Familiarity with an Enterprise Resource Planning system is also required. Candidates with experience working in an international organization will have an advantage, as this role involves collaboration with various stakeholders across different countries and cultures.

Languages:
Fluency in English and Thai is required for this position, both oral and written. This is essential for effective communication within the organization and with external partners. Additionally, working knowledge of any other language of the region is considered an advantage, as it may facilitate better interaction with diverse stakeholders and enhance the effectiveness of the role.
