In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Procurement Specialist for Policy Support will play a crucial role in the Division of Finance and Administration (DFA) at UN Women. This position involves reviewing and developing procurement policies and procedures to align with business requirements. The specialist will provide strategic advice on the interpretation and application of procurement manuals and policies, ensuring compliance and effective implementation across various offices. The role requires collaboration with internal and external stakeholders to deliver procurement services effectively. The specialist will also be responsible for capacity development activities to support procurement reform and create benchmarks with other UN agencies. This position demands a comprehensive understanding of procurement processes and the ability to provide solutions to complex procurement issues, promoting a client-focused and results-oriented approach.

Duties and Responsibilities:
  • Manage the development and implementation of operational strategies by reviewing and revising policies and procedures to align with UN Women's Strategic Plan.
  • Aid in developing procurement strategies at headquarters and across regional offices, collaborating with supply chain stakeholders.
  • Provide policy and procedural advice, ensuring consistent interpretation and application of procurement principles.
  • Monitor and evaluate the impact of procurement policies on business needs.
  • Develop comprehensive system requirements for reporting and oversight.
  • Ensure regional offices translate procurement plans into regional sourcing strategies.
  • Implement control systems for procurement processes and enforce compliance with standards.
  • Lead on policy and process enhancement by overseeing the review and design of procurement processes.
  • Coordinate audit activities and respond to queries from stakeholders. 1
  • Facilitate knowledge building and sharing by providing support to Regional Procurement Specialists and developing training programs.

Required Qualifications:
  • Master’s Degree or equivalent in Law, Business Administration, Public Administration, Operations, Supply Chain Management, Public Policies, or a related field.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Procurement Certification from recognized institutions is an asset.
  • Strong understanding of procurement processes and policies, with the ability to apply them consistently.
  • Client-oriented with strong problem-solving skills and the ability to work under pressure.

Educational Background:
Candidates must possess a Master’s Degree or equivalent in relevant fields such as Law, Business Administration, or Supply Chain Management. A first-level university degree combined with additional qualifying experience may also be considered. Certification in procurement from recognized institutions is advantageous.

Experience:
A minimum of 5 years of progressively responsible experience in procurement and supply chain management is required. This includes experience in developing procurement policies and managing procurement activities across multiple regions or divisions. Managerial experience is essential, along with proficiency in using office software and ERP systems.

Languages:
Fluency in English is required. Knowledge of French and/or Spanish is considered an asset, and working knowledge of another UN official language is also beneficial.

Additional Notes:
The position is full-time and may involve managing a team of up to 8 personnel, including direct reports and affiliate personnel. The incumbent will be responsible for performance management and ensuring compliance with UN Women’s workplace relations policies. The role may require international collaboration and adherence to UN Women’s standards of conduct, including rigorous background checks.
