In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Operations Manager position at UN Women Egypt Country Office is a senior management role that involves overseeing all operational aspects of the office. This includes strategic financial and human resources management, procurement, logistical services, security" style="border-bottom: 1px dotted #007bff !important;">security management, and information and communication technology (ICT) services. The Operations Manager will report directly to the Country Representative and will be responsible for ensuring compliance with UN Women policies and regulations, supporting program delivery, and fostering an enabling workplace environment. The role requires collaboration with program teams and other UN agencies to ensure effective operations and service delivery. The Operations Manager will also lead the Operations Team, guiding them in their functions and ensuring they are well-versed in the rules and procedures governing program finances and personnel management. This position is crucial for maintaining the integrity and efficiency of the office's operations, contributing to the overall mission of UN Women in Egypt.
Duties and Responsibilities:
Manage the operations in the Egypt Country Office, providing advice and support to the Country Representative on operational issues, developing annual work plans, and overseeing their implementation.
Oversee planning, expenditure tracking, and auditing of financial resources, ensuring strategic management and compliance with financial controls.
Provide human resources services, overseeing recruitment processes and advising on contract modalities.
Manage procurement processes, ensuring the provision of goods and services follows corporate procedures and evaluating cost-effectiveness.
Oversee ICT management, ensuring staff have access to necessary systems and maintaining a secure infrastructure.
Serve as the focal point for security issues, ensuring compliance with UN regulations and managing day-to-day security matters.
Participate in inter-agency activities, representing UN Women in meetings and ensuring its interests are reflected in common system activities.
Contribute to knowledge sharing between the Country Office and Regional Office, ensuring effective application of knowledge.
Perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: The ideal candidate for the Operations Manager position should possess a Master’s degree or equivalent in Business Administration, Public Administration, Finance, Human Resources, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have at least 5 years of progressively responsible experience in office management, operations, or finance at the national or international level, with a proven track record in leading a team. Familiarity with multiple office software packages and web-based management systems, particularly ERP systems like Oracle Cloud, is essential. Experience in accrual accounting, IPSAS, or IFRS is highly desirable, along with a professional background in programming or project management. Experience within the UN system is also advantageous.
Educational Background: Candidates must hold a Master’s degree or equivalent in a relevant field such as Business Administration, Public Administration, Finance, or Human Resources. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of operations management within the UN framework.
Experience: The position requires a minimum of 5 years of progressively responsible experience in office management, operations, or finance, either at the national or international level. Candidates should have experience in leading teams and managing operations effectively. Additional Notes: This position is a full-time role within the UN Women Egypt Country Office. The Operations Manager will lead a team of 10 personnel and will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
