Job Overview: The M&E Technical Analyst position is crucial for the effective monitoring and evaluation of FAO's projects in Egypt, particularly the 'Modernisation of Irrigation Techniques to Improve the Livelihoods of Smallholder Farmers in Upper Egypt' project. The role involves providing technical, analytical, and operational support to ensure that monitoring systems and reporting mechanisms yield high-quality data. The analyst will lead data collection, analysis, and reporting on project outcomes, ensuring alignment with the project's Results Framework and donor requirements. The position requires collaboration with various stakeholders, including project beneficiaries, government agencies, and implementing partners, to achieve the project's objectives and enhance the livelihoods of smallholder farmers through improved irrigation practices and climate-smart water management.
Duties and Responsibilities: 1) Monitoring and Data Management: Maintain the M&E framework and data collection plan consistent with the projects’ Results Framework; update monitoring tools and templates for field data collection; ensure data quality and consistency across various stakeholders; manage and update the project database; integrate remote-sensing data for monitoring purposes. 2) Analysis and Reporting: Compile and analyze project data to assess progress against indicators; prepare analytical summaries and technical briefs; support the preparation of project performance reports; collaborate with research centers for harmonizing data; document lessons learned and success stories. 3) Capacity Building and Technical Support: Provide training and guidance on M&E tools; conduct supervision missions to verify data accuracy; build capacity on data quality assurance; advise management on identified risks and performance gaps. 4) Coordination and Communication: Coordinate with FAO M&E and GIS units; support coordination with implementing partners; contribute to project review meetings and knowledge sharing; assist in visibility and communication activities. 5) Perform other duties as required.
Required Qualifications: Candidates must possess an advanced university degree in Agricultural Engineering, Water Resources, Environmental Science, or a related field. They should have at least 5 years of relevant M&E experience, preferably within agriculture or water management projects. A working knowledge of both English and Arabic is essential, and candidates must be nationals of Egypt. Additionally, candidates should demonstrate competencies in results focus, teamwork, communication, building effective relationships, and knowledge sharing.
Educational Background: An advanced university degree in a relevant field such as Agricultural Engineering, Water Resources, Environmental Science, or a related discipline is required for this position. The educational qualifications must be obtained from an institution accredited or recognized in the World Higher Education Database (WHED).
Experience: Candidates should have a minimum of 5 years of relevant experience in monitoring and evaluation, particularly in agriculture or water management projects. Experience with FAO, UN agencies, or donor-funded projects is desirable, along with proven experience in data management, GIS, or remote sensing.
Languages: Proficiency in both English and Arabic is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
