Job Overview: The Programme Coordinator (Counter-Trafficking) will operate under the overall supervision of the Chief of Mission and the direct supervision of the Head of Protection unit. This role involves working with government authorities and technical partners to formulate protection policies for victims of trafficking and smuggled migrants. The coordinator will manage the Country Office’s portfolio of counter-trafficking and counter-smuggling activities, ensuring effective implementation of programmatic activities. This includes planning, preparing, and adjusting project work plans, as well as developing and promoting IOM's strategies in this area. The position requires analyzing trends and policy developments related to counter human trafficking and smuggling, advising on partner and donor priorities, and developing new project proposals. The coordinator will also be responsible for maintaining partnerships with various stakeholders, including government entities, civil society organizations, and UN agencies, to promote advocacy initiatives and address protection issues facing vulnerable migrant populations.
Duties and Responsibilities: The duties and responsibilities of the Programme Coordinator include managing the logistical and administrative arrangements of projects, cooperating with national and international authorities, and participating in the recruitment of project staff. The coordinator will also supervise the work of staff assigned to counter-trafficking and counter-smuggling projects, prepare technical, financial, and progress reports for donors, and represent IOM in international and national events. Additional responsibilities include ensuring the coordination, implementation, monitoring, and reporting of all counter-trafficking and counter-smuggling projects, maintaining positive relations with stakeholders, and liaising with other units within IOM on relevant issues. The coordinator will also conduct thematic research and prepare concept notes and reports for project management.
Required Qualifications: Candidates must possess a Master’s degree in Development, Political or Social Sciences, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have advanced knowledge and experience in human rights, migration management, and counter-trafficking activities, as well as project development and management experience. Strong financial and administrative management skills are also required, along with the ability to establish and develop relationships with governmental and non-governmental institutions.
Educational Background: The educational background required for this position includes a Master’s degree in Development, Political or Social Sciences, Law, or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. A University degree in the same fields is acceptable if accompanied by additional relevant professional experience.
Experience: The position requires candidates to have significant experience in activities and projects related to human rights, migration management, and countering human trafficking. Candidates should have a proven track record in project development and management, as well as sound knowledge of financial and administrative management. Experience in establishing and developing liaison with governmental and non-governmental institutions, as well as other sectorial actors, is essential.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of Arabic, French, and/or another official UN language (such as Chinese, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension. It is open only to current and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be subject to certification of medical fitness, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
