Job Overview:
The Monitoring & Evaluation Officer (ADAP) NOB level temporary position at UNICEF will report to the Chief of Social Behavior Change, Adolescent and Youth. This role focuses on enhancing and coordinating the section’s Monitoring, Evaluation, and Learning (MEL) functions. The officer will ensure that all interventions are evidence-based and aligned with UNICEF’s Country Programme priorities and global results frameworks. The M&E Officer will establish robust monitoring mechanisms to track progress against key performance indicators, ensuring accountability for results. This position is critical in overseeing the collection, analysis, and use of high-quality data to guide planning, adaptive management, reporting, and decision-making. The officer will also promote a culture of results, learning, and continuous improvement across Social and Behavior Change (SBC) and Adolescent Development programmes, fostering cross-sectoral linkages and ensuring evidence is systematically used to inform policy advocacy and programme refinement.

Duties and Responsibilities:
  • Situation Monitoring and Assessment: Provide technical support for timely and accurate measurement of change through monitoring socio-economic trends and the wider policy context. Lead and coordinate situation monitoring across SBC and Adolescent Development portfolios, ensuring outcomes are regularly collected and integrated into program planning. Develop a real-time data system consolidating baseline and trend data from multiple sources. Support national partners in improving data quality and use for evidence-based decision-making. Monitor the situation of children’s and women’s rights with national partners.
  • Programme Performance Monitoring: Provide technical support to ensure quality information for assessing progress towards expected results. Identify performance indicators and ensure monitoring systems are in place. Conduct regular field monitoring missions and data verification exercises, documenting progress and challenges. Support preparation of analytical reports and strengthen UNICEF staff and partner capacity in results-based monitoring.
  • M&E Capacity Building: Provide strategic support to strengthen MEL capacities of UNICEF staff and national partners. Design and implement a comprehensive M&E capacity strengthening strategy. Provide targeted technical assistance to build institutional capacity for data-driven planning and reporting. Coordinate joint capacity-building initiatives to promote harmonized approaches.
  • Communication and Partnerships: Ensure effective communication and partnerships in all tasks. Develop analytical products interpreting trends in adolescent well-being and gender norms. Communicate evaluation recommendations to relevant partners and facilitate learning from monitoring and evaluation results.

Required Qualifications:
Minimum requirements include a university degree in social sciences, development planning, evaluation, or advanced statistical research. Professional work experience in programme development and implementation, including monitoring and evaluation activities, is essential. Candidates should have at least two years of relevant field work experience in developing countries, exposure to emergency programming, and experience in monitoring, evaluation, research, and data analysis within an international development organization or UN agency. Strong understanding of monitoring and evaluation methodologies, proficiency in data collection tool design, and excellent report writing and presentation skills are required.

Educational Background:
Candidates must possess a university degree in social sciences, development planning, evaluation, or advanced statistical research. This educational background is crucial for understanding the complexities of monitoring and evaluation in the context of UNICEF's work.

Experience:
The position requires a minimum of two years of relevant field work experience in developing countries, with at least one instance of exposure to emergency programming. Candidates should have progressively responsible professional experience in monitoring, evaluation, research, and data analysis, preferably within an international development organization or UN agency.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of additional languages may be considered an asset, particularly in the context of UNICEF's diverse operational environments.
