The United Nations Office on Drugs and Crime (UNODC) is dedicated to supporting Member States in their efforts to combat illicit drugs, crime, corruption, and terrorism. Established as part of the United Nations, UNODC operates globally, with a focus on enhancing the capacity of countries to address these issues through technical cooperation, research, and policy advocacy. The organization emphasizes a balanced approach to drug control, prioritizing preventive education and treatment for addiction, while also providing assistance to law enforcement agencies to improve their effectiveness in combating trafficking and related crimes. UNODC's mission is encapsulated in its Regional Programme for South-Eastern Europe for the years 2024 to 2029, which aims to strengthen regional cooperation and enhance the capabilities of Member States in these critical areas.

Job Overview:
The Community Volunteers Team Lead position is part of the Tech Volunteers for Resilience (Tech4R) programme, which aims to mobilize skilled digital volunteers to develop open-source solutions that enhance disaster resilience. The primary focus of this role is to lead a team of community UN Volunteers, including developers, designers, and data specialists, in the creation of a Digital Catalogue. This platform will serve as a centralized, interactive, and user-friendly online resource that visualizes managed assets, their current use, and their value, thereby improving transparency and public trust. The Team Lead will be responsible for ensuring that the digital tools and dashboards developed support real-time decision-making in disaster contexts and align with the institutional needs of the Asset Management Agency of FBiH. This role requires strong coordination skills, as well as the ability to oversee the integration of the digital catalogue with existing systems and ensure data accuracy and accessibility.

Duties and Responsibilities:
The Team Lead will have a comprehensive set of responsibilities, including:
  • Coordinating the efforts of volunteer developers, designers, and data specialists to ensure the successful delivery of the Digital Catalogue.
  • Overseeing the integration of the catalogue with the existing website of the FBiH Asset Management Agency, ensuring that all data is accurate and up-to-date.
  • Supervising the structuring of content, user interface design, and compliance with accessibility standards to ensure that the platform is user-friendly for all stakeholders.
  • Facilitating effective communication between the Tech4R programme, UNODC, and the Agency's focal points to ensure alignment and collaboration throughout the project.
  • Supporting the testing of the platform, documenting processes, and reporting on lessons learned prior to the project's closure to ensure continuous improvement and knowledge sharing.

Required Qualifications:
Candidates for the Community Volunteers Team Lead position should possess a strong set of qualifications, including:
  • Proven experience in project management, particularly in digital or technology-driven projects.
  • Strong leadership skills with the ability to motivate and coordinate a diverse team of volunteers.
  • Excellent communication skills, both verbal and written, to facilitate collaboration among team members and stakeholders.
  • A solid understanding of user interface design principles and accessibility standards.
  • Familiarity with data management and integration processes, particularly in the context of web development.

Educational Background:
A relevant educational background is essential for this position. Candidates should ideally hold a degree in fields such as Information Technology, Computer Science, Project Management, or a related discipline. Additional certifications in project management or digital design would be advantageous and demonstrate a commitment to professional development in these areas.

Experience:
The ideal candidate should have a minimum of 3-5 years of experience in project management or a related field, with a focus on technology or digital solutions. Experience working in volunteer management or with non-profit organizations would be beneficial, as it demonstrates an understanding of the unique challenges and rewards associated with volunteer-driven initiatives. Familiarity with disaster resilience projects or public sector initiatives would also be an asset.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the UN system. Knowledge of additional languages, particularly those spoken in Bosnia and Herzegovina, such as Bosnian, Croatian, or Serbian, would be considered a strong advantage and enhance the candidate's ability to engage with local stakeholders and communities.
