Job Overview:
The People and Culture Officer plays a crucial role in supporting the People and Culture Manager by executing HR services and applying knowledge of HR models and organizational policies. This position involves business partnering, strategic human resources, and supporting the implementation of HR services. The Officer will provide timely advice to clients on HR processes, promote organizational goals for gender equity and cultural diversity, and contribute to the development of corporate HR strategies. The role also includes supporting learning and capacity development initiatives, analyzing HR data for decision-making, and ensuring the effective implementation of HR services to attract and retain high-caliber staff.

Duties and Responsibilities:
  • Business Partnering: Support HR Business Partners by researching policies and analyzing data to advise clients on HR-related needs. Provide accurate and timely advice on HR processes and policies, ensuring client orientation and equitable solutions.
  • Strategic Human Resources: Collaborate with HQ Divisions and regional offices to contribute to corporate HR strategy formulation and implementation. Provide feedback on HR systems and policies, and implement best practices in HR management.
  • Support to Implementation of HR Services: Assist in various HR functions such as recruitment, job classification, and performance management. Analyze casework issues and recommend solutions based on established guidelines.
  • Learning and Capacity Development: Design and deliver learning plans for staff, map competencies, and research cost-effective learning products. Participate in capacity-building initiatives and provide orientation to new staff.
  • HR Data Analytics: Collect and analyze HR data to inform decision-making and optimize data quality. Coordinate with country offices for HR information management.

Required Qualifications:
Minimum requirements include a University Degree in human resources management, business management, international relations, psychology, or a related field. Candidates should possess advanced knowledge of HR principles, strong research and organizational skills, and proficiency in information technology systems.

Educational Background:
A University Degree in human resources management, business management, international relations, psychology, or another related field is required for this position.

Experience:
At least 2 years of relevant work experience in human resources management within an international organization or large corporation is required. Experience in development, fragile settings, and humanitarian contexts is desirable.

Languages:
Fluency in French and a good working knowledge of English are required. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an asset.
