Job Overview:
The Field Engineer plays a crucial role in the day-to-day management of the Rubble Removal and Debris Management Project, which aims to implement a risk-managed approach to debris removal. This position involves working closely with the UNDP project manager and the program team to ensure that the project meets its objectives effectively. The engineer will oversee the calculation of material quantities at various sites across the Gaza Strip, ensuring that all materials are coordinated and delivered on time according to the original contract. The role also includes supporting field activities related to the project, such as transferring materials, sorting, and crushing debris, which are essential for restoring roads and supporting the construction and rehabilitation industry. The program is designed to benefit all citizens in the target areas, including Internally Displaced Persons (IDPs) and host communities, by providing safer access and facilitating humanitarian support while preparing for early recovery activities. The engineer will be expected to adopt a community-centered approach, prioritize Palestinian ownership, and ensure sustainability in all project activities.

Duties and Responsibilities:
The Field Engineer will undertake a variety of tasks under the direct supervision of the UNDP project manager, including:
  • Assisting the program team with daily supervision tasks to calculate material quantities at different sites and factories throughout the Gaza Strip.
  • Ensuring that materials are coordinated and delivered to various sites using standard templates and matrices to comply with the original contract.
  • Supporting the implementation of field activities related to the Rubble Removal and Debris Management Project, including transferring materials, sorting, and crushing.
  • Assisting the Program Implementation Unit team in preparing reports and coordinating with the procurement team to acquire materials for ongoing site activities.
  • Maintaining a proper filing system for all site-related documents to ensure successful material control processes and document all site activities during the contract lifecycle.
  • Following up on the implementation schedule and raising relevant issues to the senior supervisor.
  • Monitoring materials testing and relevant approvals.
  • Re-measuring implemented quantities on-site to facilitate contractor payments.
  • Inspecting materials submittals and following up on the approval process until finalized. 1
  • Performing other related duties as assigned by the supervisor.

Required Qualifications:
Candidates for the Field Engineer position should possess a strong understanding of engineering principles and practices, particularly in the context of construction and debris management. They should demonstrate professionalism, integrity, and a commitment to teamwork and respect for diversity. The ability to plan and organize effectively is essential, as is the capacity to work in challenging environments. Familiarity with the local context and the specific needs of the Palestinian people will be advantageous.

Educational Background:
A degree in civil engineering, environmental engineering, or a related field is required for this position. Additional certifications or training in project management, construction management, or debris management would be beneficial and enhance a candidate's qualifications.

Experience:
Candidates should have a minimum of 2-3 years of relevant experience in engineering, construction management, or project implementation, particularly in contexts similar to the Rubble Removal and Debris Management Project. Experience working with international organizations or in humanitarian settings is highly desirable, as is familiarity with the challenges faced in the Palestinian territories.

Languages:
Fluency in Arabic is mandatory, as it is the primary language of communication in the region. Proficiency in English is also required, as it is essential for reporting and coordination with international teams. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is a national UN Volunteer assignment, meaning the volunteer will be responsible for arranging their own housing and living essentials. The contract duration is for 6 months, with the possibility of extensions based on funding availability, operational necessity, and satisfactory performance. The volunteer will receive a monthly Volunteer Living Allowance (VLA) of ILS 6,269 to cover housing, utilities, and living expenses. Additionally, life, health, and permanent disability insurance are provided, including health insurance for up to three dependents, as well as an exit allowance for satisfactory service.
