Job Overview:
The Emergency Response Manager will play a crucial role in leading DRC's emergency response efforts in the Oromia and Somali regions of Ethiopia, particularly in light of recent displacements. This position requires a highly qualified individual who can coordinate a multi-sectoral response involving various INGO and local NGO partners. The manager will be responsible for establishing and leading a new emergency team, ensuring effective program implementation, and maintaining strong relationships with external stakeholders. The role demands a comprehensive understanding of emergency response best practices and the ability to manage a diverse team while ensuring compliance with national and international standards.

Duties and Responsibilities:
The Emergency Response Manager will be tasked with several key responsibilities, including:
  • Establishing and leading a new emergency response team, recruiting staff in collaboration with technical sector leads, and fostering a positive working environment.
  • Ensuring timely and quality implementation of emergency response activities in collaboration with local and international partners.
  • Developing sector-specific interventions and ensuring compliance with standards and best practices.
  • Implementing MEAL (Monitoring, Evaluation, Accountability, and Learning) processes and documenting lessons learned.
  • Participating in coordination forums to ensure collaborative emergency responses.
  • Managing project cycles for all grants, preparing reports, and maintaining budget oversight.
  • Promoting professional development and ensuring staff are trained in emergency response best practices.
  • Collaborating with logistics and procurement teams to ensure effective resource management.
  • Leading stakeholder engagement to maintain humanitarian access and safety protocols.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in emergency response, ideally in a managerial or coordinator role. Proven experience in designing and implementing emergency interventions is essential, along with strong organizational and communication skills. The ability to establish effective working relationships with diverse stakeholders is crucial. Candidates should demonstrate excellent verbal and written skills in English, with proficiency in Amharic, and preferably in Oromo and Somali.

Educational Background:
A Master's degree in Social Sciences, Economics, Development Studies, or a related field is required for this position. Relevant certifications or licenses that enhance the candidate's qualifications will be considered an asset.

Experience:
The ideal candidate should have at least 5 years of relevant experience in emergency response, with a strong background in program management and implementation. Experience in both advisory and hands-on roles is preferred, along with a track record of effective representation and communication in humanitarian contexts.

Languages:
Fluency in English is mandatory, with additional fluency in Amharic required. Proficiency in Oromo and Somali is preferred, as it will enhance communication with local populations and stakeholders.
