Job Overview: The position of Référent.e Technique SAME & ABM is part of the Expertise & Quality of Programs service within the Operations Directorate of SOLIDARITES INTERNATIONAL. This service aims to support field teams in developing and implementing programmatic quality according to the technical standards established by SI. Under the supervision of the SAME pole manager, the Technical Referent SAME & ABM will have the following missions: providing technical support to Country Offices (60% of the role), responding to technical and methodological support requests in the SAME sector and/or Market-Based Approaches, contributing to country strategy development, and enhancing the technical skills and capacities of field teams while monitoring the quality of SAME/ABM programs. The role also involves structuring technical expertise (25%), contributing to the development, updating, and dissemination of the SAME/ABM strategy and related documents, and fostering partnerships with operational and academic actors to enhance SI's external reputation in SAME/ABM. Internal coordination (15%) is also a key aspect of the role, contributing to the annual programming of the Expertise & Quality of Programs service and inter-departmental projects. The cross-cutting ABM approach is a key aspect of this position and may require the technical referent to work with both the SAME and EAH (Water, Sanitation, and Hygiene) poles, particularly to support the use of cash transfers and market support for goods and services related to these sectors. Other important approaches to integrate into the SAME sector are highly valued, including nutrition and social protection.
Duties and Responsibilities:
Provide technical and methodological support to Country Offices in the SAME sector and Market-Based Approaches.
Contribute to the development of country strategies and enhance the technical skills of field teams.
Monitor the quality of SAME/ABM programs.
Develop, update, and disseminate the SAME/ABM strategy and related documents.
Foster partnerships with operational and academic actors.
Contribute to the annual programming of the Expertise & Quality of Programs service.
Participate in inter-departmental projects.
Collaborate with the EAH pole to support cash transfers and market support.
Integrate nutrition and social protection approaches into the SAME sector. 1
Conduct evaluations of projects and provide synthesis and reporting.
Experience in one or more of the following approaches: nutrition, social protection, value chain.
Educational Background: A Master’s degree in humanitarian studies, political science, international relations, food security and livelihoods engineering, or any other relevant field is required for this position.
Experience: A minimum of 4 years of relevant experience in a similar role is required, particularly in the areas of SAME and ABM within an NGO context. Experience in managing programs that include cash transfer modalities is highly valued, as well as experience in nutrition, social protection, and value chain approaches.
Languages: Fluency in French and English is mandatory. Spanish is considered an asset for this position.
Additional Notes: The position is based at the headquarters of Solidarités International in Clichy la Garenne (Metro Mairie de Clichy) with field travel required. It is a permanent contract with a managerial status. The gross monthly salary ranges from €3,183 to €3,316 depending on the current salary scale at headquarters. There is a possibility of remote work for 4 to 12 days per month or 100% in metropolitan France, in accordance with the current telework charter and manager approval (3 consecutive days in-person required per month). Employees are entitled to 2.0833 vacation days per month and 1 RTT day for each full month of work. The organization covers 80% of health insurance, 60% of meal vouchers, and 50% of transportation costs in Île de France. Insurance is provided for field travel, and employees receive 1 recovery day for each weekend spent on mission.
