In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The National Consultant for Training on Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security will play a crucial role in developing and implementing training programs that address the unique challenges faced by women in Kazakhstan, particularly in the context of disaster risk reduction and emergency response. The consultant will be responsible for creating a comprehensive training concept that aligns with the Women, Peace, and Security agenda, specifically UNSCR 132
  • This position requires a deep understanding of gender-sensitive approaches to disaster management, as well as the ability to engage various stakeholders, including local authorities, civil society, and government agencies. The consultant will also be tasked with preparing training materials, conducting training sessions across multiple regions, and ensuring that the training is effective and impactful. The overarching goal is to empower women as agents of resilience and community leadership in the face of emergencies.

Duties and Responsibilities:
  • Develop a comprehensive training concept and working program that includes the structure of modules, curriculum, and methodology, specifically tailored to the Women, Peace, and Security agenda and the emergency situations relevant to Kazakhstan, such as floods and earthquakes.
  • Prepare a variety of training materials, including presentations, methodological recommendations, handouts, checklists, and role-playing/simulation scenarios, ensuring that the training includes both pre-training and post-training skills assessments.
  • Conduct one-day training sessions in three regions of Kazakhstan for representatives from mobile groups, local administrations, government agencies, civil society, and activists.
  • Incorporate practical exercises on mediation and case analysis related to resource allocation, conflict resolution, and the application of gender-sensitive approaches in disaster risk reduction and emergency response situations.
  • Prepare a final analytical report that includes a detailed description of the events held, a list of participants, a photo report, collected feedback, and recommendations for future program use.
  • Create a high-quality training package that adheres to UN Women's branding guidelines, including training concept notes, presentations, training materials, written assignments, and other relevant intellectual products for posting on the Act For Equal Central Asia digital learning platform.

Required Qualifications:
Candidates must possess a higher education degree in social sciences, human rights, education, or related fields. Additional certifications or courses in mediation, peacebuilding, conflict prevention, and the Women, Peace, and Security agenda are considered advantageous. The ideal candidate should demonstrate strong communication skills and a commitment to producing high-quality training materials. Proven experience in conflict resolution, human rights, gender equality, emergency situations, or development programs is essential. Candidates should also have experience in conducting trainings, seminars, or facilitation sessions, and expertise in the application of Resolution 1325 and subsequent documents on Women, Peace, and Security will be a significant advantage.

Educational Background:
A higher education degree in social sciences, human rights, education, or related fields is required for this position. Additional certifications or courses in mediation, peacebuilding, conflict prevention, and the Women, Peace, and Security agenda are highly desirable and will enhance a candidate's profile.

Experience:
A minimum of 5 years of professional experience in areas such as conflict resolution, human rights, gender equality, emergency situations, or development programs is required. Candidates should have a proven track record of conducting trainings, seminars, or facilitation sessions. Experience working with UN agencies or other international organizations, as well as with government bodies, is essential. Languages:
Excellent written and spoken Russian skills are mandatory for this position. Proficiency in Kazakh is considered an advantage and will enhance the candidate's ability to engage with diverse stakeholders in Kazakhstan.

The position is focused on a specific project timeline, with the training program expected to align with the strategic goals of UN Women in Kazakhstan. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations.
