Job Overview:
The Finance Officer position is crucial for the effective management of financial operations within the NRC's Tripoli Office. The incumbent will work under the supervision of the Finance Manager and will be responsible for implementing financial activities that align with NRC's policies and procedures. This role involves managing cash and bank operations, utilizing the ERB accounting system, and ensuring accurate financial reporting and budgeting. The Finance Officer will play a key role in maintaining an efficient archiving system and ensuring that financial services are delivered in a timely and accountable manner. The position requires collaboration with various departments to facilitate smooth operational workflows and support the successful implementation of NRC's programs and activities. The Finance Officer is expected to adapt to changing operational priorities and workload demands, ensuring that financial support is consistently provided in an effective manner.

Duties and Responsibilities:
The Finance Officer will oversee and manage all cash and bank operations for the NRC Area Office, which includes preparing monthly cash forecasts and ensuring timely month-end closing of financial balance accounts. The incumbent will monitor and reconcile cash advances, prepare monthly bank reconciliation statements, and process salary allocations. Additionally, the Finance Officer will liaise with the Libya Accountant for timely processing of social security" style="border-bottom: 1px dotted #007bff !important;">security and tax payments, prepare amortization entries, and ensure timely processing of all payments. The role also involves reviewing and approving Purchase Requisitions, Purchase Orders, and expense claims, conducting regular cash counts, and supporting payroll preparation. The Finance Officer will maintain financial documentation in accordance with NRC policies, update the Area Office payment tracker, and serve as the finance focal point for logistics and program teams. Furthermore, the incumbent will assist in audit preparations and provide financial support to the Area Office Finance Team, while also contributing to the capacity building of finance staff through training.

Required Qualifications:
Candidates for the Finance Officer position should possess a strong background in finance, accounting, banking, and auditing. They should have experience working in humanitarian or recovery contexts, particularly in complex and volatile environments. A solid understanding of financial management principles and practices is essential, along with documented results related to the responsibilities of the position. Knowledge of NRC's financial systems and procedures will be advantageous, as will familiarity with the context in Libya and its regulatory framework.

Educational Background:
A bachelor's degree in finance, accounting, business administration, or a related field is required for the Finance Officer position. Additional certifications in accounting or finance will be considered an asset. Candidates should have a strong academic background that demonstrates their capability to handle the financial responsibilities associated with this role.

Experience:
The ideal candidate should have prior experience working as a Finance Officer or in a similar financial role, particularly within humanitarian organizations. Experience in managing financial operations in challenging environments is preferred, as is a proven track record of successful financial management and reporting. Candidates should be able to demonstrate their ability to adapt to changing circumstances and effectively manage financial tasks under pressure.

Languages:
Fluency in Arabic and English is mandatory for this position, with strong written and verbal communication skills in both languages. Knowledge of additional languages may be considered an asset, but proficiency in Arabic and English is essential for effective communication within the organization and with external stakeholders.

This position is full-time and based in Tripoli, Libya. The Finance Officer will be expected to work collaboratively with various teams and may be required to travel within the region as necessary.
