Job Overview:
The Consultant Engineer will play a pivotal role in the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), which is funded by the African Development Bank (AfDB). This project aims to enhance the livelihoods and resilience of populations affected by conflict in Sudan by rehabilitating essential social infrastructure in health, education, and water sectors. The consultant will be responsible for ensuring that all construction works comply with the terms of the agreement signed with IOM, as well as national laws and building codes. The position requires close collaboration with the engineering and procurement teams in Khartoum, and the consultant will report directly to the Lead Civil Engineer while also coordinating with the IOM Program Manager. The role involves developing detailed design plans, preparing and reviewing technical designs, and conducting monitoring visits to assess contractor compliance and project progress. The consultant will also be responsible for providing regular progress reports and feedback to ensure that the project remains on schedule and within budget.

Duties and Responsibilities:
The Consultant Engineer will have a comprehensive set of duties and responsibilities, including:
  • Ensuring that all construction works are conducted in accordance with the signed agreement, national laws, and building codes.
  • Developing detailed design plans for refurbishment and maintenance, including architectural drawings, engineering calculations, and specifications for materials and finishes.
  • Preparing, reviewing, and seeking approval for technical designs, bills of quantities (BoQs), and other project documentation to ensure accuracy and feasibility.
  • Reviewing contractor progress reports to measure compliance with design specifications and standards, and for payment issuance.
  • Conducting monthly monitoring visits to assess work progress and compliance with the project schedule, identifying and proposing corrective actions as necessary.
  • Providing monthly progress reports to the Project Manager regarding contractor compliance and adherence to contract specifications.
  • Coordinating effectively with the IOM Project Manager to deliver regular reports on time and within budget.
  • Providing feedback on contractor documents and facilitating monitoring by the IOM Project Manager.
  • Collaborating with the IOM Project Manager for weekly site visits to assess work performed and provide input. 1
  • Submitting relevant calculations as required by IOM.

Required Qualifications:
The position requires a set of qualifications that include:
  • A Bachelor’s degree in Civil Engineering, Construction Management, or a related field; a Master’s degree is considered an advantage.
  • A minimum of five years of progressively responsible experience in supervising civil works, including preparation and review of BoQs, cost estimates, and design documentation in accordance with national standards and codes.
  • Experience working with international organizations, particularly in humanitarian or development projects, is preferred.
  • Excellent knowledge of construction materials, methods, and safety standards.
  • Familiarity with IOM procedures is an advantage.
  • Strong analytical, communication, and report writing skills are essential.
  • Proficiency in AutoCAD, MS Project, and MS Office tools is required.

Educational Background:
Candidates must possess a Bachelor’s degree in Civil Engineering, Construction Management, or a related field. A Master’s degree in a relevant discipline is advantageous and may enhance the candidate's profile for this position.

Experience:
The role requires a minimum of five years of progressively responsible experience in the supervision of civil works. This includes experience in the preparation and review of bills of quantities (BoQs), cost estimates, and design documentation that aligns with national standards and codes. Experience with international organizations, particularly in humanitarian or development projects, is preferred, as it demonstrates the ability to navigate complex project environments and adhere to international best practices.

Languages:
Fluency in English and Arabic is mandatory for this position, as these are the primary languages of communication within the project. IOM’s official languages also include French and Spanish, and proficiency in these languages may be considered an asset during the selection process. Language skills will be specifically evaluated, which may include written and/or oral assessments to ensure effective communication within the project team and with stakeholders.
