Job Overview: The Project Manager position within the OSCE Project Co-ordinator in Uzbekistan (PCUz) is crucial for the effective implementation of projects related to the Economic and Environmental Dimension (EED). The role involves collaborating with the Government of Uzbekistan to develop and execute programs that address governance, economic development, and environmental security. The Project Manager will be responsible for conceptualizing and organizing various projects, ensuring they align with the OSCE's strategic objectives. Duties and Responsibilities: The Project Manager will be tasked with a comprehensive set of responsibilities, including but not limited to:
Conceptualizing, organizing, monitoring, and evaluating projects related to the EED, ensuring alignment with the OSCE's strategic goals.
Coordinating project implementation, tracking timelines, budget utilization, and ensuring the quality of reports from partners and consultants.
Assessing project needs and constraints, proposing measures to expedite implementation and enhance effectiveness.
Maintaining regular communication and working relationships with government officials, state institutions, NGOs, and other OSCE entities.
Collaborating with other OSCE structures to implement EED activities across Uzbekistan and the broader OSCE region.
Attending seminars and events, preparing relevant memos and reports.
Monitoring media coverage and reporting on developments relevant to EED, providing summaries for internal use.
Contributing to various reports, including the monthly Roadmap report and the PCUz’s activity reports.
Assisting in drafting briefings, talking points, and speeches for senior officials. 1
Performing additional tasks as assigned by the supervisor.
Required Qualifications: Candidates must possess completed secondary education, with relevant specialized training in project management or administration being desirable. For positions in the General Service category, a university degree may substitute for one year of work experience, while a second-level university degree may substitute for two years of work experience. A minimum of six years of work experience in project management or administration is required, along with experience in project planning, implementation, monitoring, and reporting. Familiarity with governmental institutions, international organizations, or the private sector is considered an asset. Candidates should demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into their work. Strong teamwork skills and the ability to work with diverse cultural and political backgrounds are essential.
Educational Background: The educational background required for this position includes a high school diploma or equivalent (GED). Specialized training in project management or administration is highly desirable. A university degree may be considered as a substitute for work experience, enhancing the candidate's qualifications for the role.
Experience: The position requires a minimum of six years of relevant work experience in project management or administration. Candidates should have a proven track record in project planning, implementation, monitoring, and reporting, with experience working alongside governmental institutions, international organizations, or in the private sector being advantageous. Languages: Fluency in English, Russian, and Uzbek is mandatory for this position. Additional Notes: This position is a full-time, fixed-term contract with a monthly remuneration of USD 1,319.00, subject to social security deductions, according to the OSCE salary scale. Appointments are typically made at Step 1 of the salary scale, with the possibility of higher initial appointments in exceptional cases. The OSCE retains the discretion to re-advertise or cancel the vacancy, and candidates should be aware that expenses related to interviews, tests, and relocation are not reimbursed.
