Job Overview: The Administrative and Finance Associate will play a crucial role in supporting the financial and administrative needs of the EU-funded Joint Programme on Women’s Economic Empowerment in Uzbekistan. This position is integral to the successful implementation of the project, which aims to foster an inclusive economic environment by removing gender stereotypes and enabling women to access decent work, education, and entrepreneurship opportunities. The Associate will work under the guidance of the Project Coordinator and will be responsible for ensuring compliance with UNFPA policies and EU regulations. The role involves a variety of tasks including financial management, administrative support, and coordination with project staff and partners, all aimed at facilitating smooth day-to-day operations and contributing to the overall success of the project.
Duties and Responsibilities:
Financial Management and Transactions: The Associate will assist in preparing and monitoring annual and quarterly budgets, maintain accurate financial records, and ensure timely processing of financial transactions in compliance with UNFPA and EU procedures. Responsibilities include preparing payment requests and vouchers, monitoring budget utilization, supporting donor financial reports, and ensuring compliance with cost-sharing agreements.
Administrative and Operational Support: The Associate will organize travel arrangements, manage DSA payments, provide logistical support for meetings and workshops, draft correspondence, and maintain the project filing system.
Support to Programme Implementation and Coordination: The Associate will liaise with implementing partners and government counterparts, monitor activity implementation, and support report compilation and formatting.
Other Duties: Ensure compliance with operational rules, support audit processes, and undertake any other tasks as assigned by the Project Coordinator or UNFPA Operations team.
Required Qualifications: The position requires a completed secondary education as a minimum, with a university degree in Finance, Accounting, Business Administration, or a related field considered an asset. Candidates should have a minimum of six years of relevant experience in operations and administrative functions, including at least two years in finance and accounting. Proven experience in managing financial policies and systems in development organizations or the private sector is essential. Proficiency in Microsoft Office applications, particularly Excel and Word, is required, along with experience using ERP systems such as PeopleSoft, Oracle, or SAP. Candidates should also possess the ability to interpret financial rules and regulations clearly and concisely, and experience working with UN organizations or international development organizations is desirable.
Educational Background: Candidates must have completed secondary education, with a university degree in Finance, Accounting, Business Administration, or a related field being an asset. This educational background is crucial for understanding the financial and administrative functions required for the role.
Experience: Candidates should have a minimum of six years of relevant experience in operations and administrative functions, with at least two years specifically in finance and accounting. This experience should include managing financial policies and systems, demonstrating a strong understanding of financial management in development contexts.
Languages: Fluency in English, Uzbek, and Russian is required for this position. Proficiency in these languages is essential for effective communication with project staff, partners, and stakeholders.
