In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The WPHF Programme Manager will report to the UN Women Country Representative and work under the supervision of the Programme Specialist for Women, Peace, Security, and Humanitarian Action (WPSHA). This role is crucial for the coordination and implementation of UN Women’s programming in Sudan, particularly in the context of the ongoing humanitarian crisis exacerbated by the armed conflict that began in April 202
  • The Programme Manager will engage with national partners, UN agencies, and civil society organizations to ensure effective strategic planning, implementation, monitoring, and reporting of interventions supported by the Women Peace and Humanitarian Fund (WPHF). The position requires a proactive approach to identifying programmatic opportunities, facilitating capacity-building initiatives, and enhancing partnerships to promote gender-responsive actions in peace and humanitarian contexts. The Programme Manager will also play a key role in advocacy efforts to elevate women's participation in peace processes and ensure that their voices are heard in decision-making.

Duties and Responsibilities:
  • Support Programme Design and Development in WPSHA under WPHF: Identify programmatic opportunities and gaps in women, peace, and humanitarian work; draft and review programme strategies, proposals, and project briefs; coordinate with stakeholders and experts for input on programme development; provide substantive inputs into country strategy documents and operational planning tools.
  • Coordinate Programme Implementation and Management: Oversee the implementation of the WPHF programme work plan and budget; provide technical support for programme execution; review financial and narrative reports from implementing partners; assist in managing Project Steering Committees and evaluation processes.
  • Facilitate Technical Support and Capacity Building: Plan and deliver capacity-building initiatives for civil society organizations (CSOs); provide technical assistance on gender and peacebuilding; facilitate knowledge-sharing and mentorship opportunities; ensure training integrates intersectional gender analysis.
  • Monitor Programme Performance and Reporting: Monitor programme activities, finances, and outputs using Results-Based Management tools; draft progress and donor reports; contribute to data analysis and knowledge products.
  • Strengthen Partnerships and Contribute to Resource Mobilization: Support partnership-building with government institutions and civil society; contribute to resource mobilization efforts; identify new funding opportunities.
  • Enhance Inter-Agency Coordination: Represent UN Women in coordination meetings; facilitate collaboration with UN agencies and stakeholders; ensure effective communication and follow-up between partners.
  • Support Advocacy and Knowledge Management: Develop and execute advocacy strategies; contribute to knowledge product creation; document good practices and lessons learned.

Required Qualifications:
The ideal candidate should possess strong skills in programme coordination, monitoring, and reporting, with familiarity in Results-Based Management. A solid understanding of Women, Peace, Security, and Humanitarian Action frameworks, as well as gender mainstreaming in crisis settings, is essential. The candidate should also demonstrate analytical and writing skills for effective reporting and knowledge documentation, alongside effective relationship management capabilities with partners and stakeholders.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, international relations, gender studies, or a related field. Advanced degrees may be preferred, particularly for roles that involve strategic planning and high-level coordination.

Experience:
Candidates should have substantial experience in programme management, particularly in contexts related to gender equality, peacebuilding, and humanitarian action. Experience working with civil society organizations and UN agencies is highly desirable, as is familiarity with the specific challenges faced by women in conflict and post-conflict settings.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is highly desirable. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders.

Additional Notes:
This position is a National UN Volunteer role, which means it is not a salaried position but rather a volunteer opportunity with allowances provided to sustain a modest standard of living. The Volunteer Living Allowance (VLA) is set at USD 1,983.9 per month, aimed at covering basic living costs. The role requires a mature level of cultural awareness and the ability to work in challenging conditions, reflecting the unique humanitarian context of Sudan. Flexibility and commitment are essential for adapting to the physical and environmental challenges present in the duty station.
