In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Consultant position is focused on developing and conducting a one-day training program aimed at enhancing gender-sensitive information coverage among media representatives and government agencies. The consultant will be responsible for preparing comprehensive training materials, including a work program, presentations, handouts, and practical exercises. The training will involve pre-training and post-training skills assessments to evaluate the effectiveness of the program. The consultant will also prepare a final report detailing the training objectives, participant composition, methodology, results, and recommendations for improvement. This role is crucial in supporting UN Women’s mission to promote gender equality and empower women in Kazakhstan, particularly in the context of the new project aimed at strengthening legal protection for women and ensuring their full participation in socio-political life.
Duties and Responsibilities: The National Consultant will have several key responsibilities, including:
Preparing training materials such as work programs, presentations, handouts, and checklists that incorporate practical exercises like news analysis and role-playing scenarios.
Developing and conducting a one-day training session in Astana, which will consist of 12 academic hours.
Conducting pre-training and post-training skills assessments to measure participants' learning outcomes.
Compiling a final report that includes a description of the training objectives, participant demographics, methodology, results, and feedback, along with recommendations for future improvements.
Creating a high-quality training package that adheres to UN Women branding guidelines for dissemination on the Act For Equal Central Asia digital learning platform.
Ensuring that all training materials and activities align with the goals of the project and contribute to the long-term sustainability of gender equality initiatives in Kazakhstan.
Required Qualifications: Candidates must possess a higher education degree in journalism, communications, international relations, social sciences, human rights, or related fields. Additional certifications or courses in gender issues, human rights, or media ethics are considered advantageous. The ideal candidate should demonstrate a strong understanding of gender equality and women's rights, as well as experience in strategic communications and public relations.
Educational Background: A higher education degree in relevant fields such as journalism, communications, international relations, social sciences, or human rights is required. Additional qualifications in gender issues or related areas will be beneficial for applicants.
Experience: A minimum of 5 years of professional experience in journalism, public relations, or strategic communications is required. Candidates should have experience conducting trainings or seminars focused on gender-sensitive information coverage for media and government representatives. Proven expertise in gender equality, women's rights, and combating gender-based violence is essential, along with experience working with UN agencies or international organizations and government bodies.
Languages: Excellent written and spoken skills in Russian are mandatory. Proficiency in Kazakh is advantageous, and strong English language skills will also be beneficial for the position.
Additional Notes: The position is a consultancy role, and the consultant will be expected to work full-time during the training preparation and execution phases.
