Job Overview: The consultancy position is designed to provide support in conducting capacity-building sessions for national stakeholders as part of the IOM project titled 'Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia.' The consultant will work closely with IOM to develop training modules and conduct capacity-building sessions focused on gender mainstreaming and emergency preparedness for relevant national authorities. This role involves assessing capacity-building needs, preparing training materials, and facilitating training sessions for migration service representatives. The consultant will also engage in extensive liaison with various organizational units and external parties to ensure the smooth implementation of project activities. The overarching goal of this consultancy is to enhance the institutional capacity of national authorities in addressing migration crises and responding to the urgent humanitarian needs of Afghan populations and local communities in the region.
Duties and Responsibilities: The consultant will be responsible for several key duties, including:
Developing training modules and conducting capacity-building sessions on gender mainstreaming for national authorities, ensuring alignment with IOM policies and procedures.
Supporting the preparation and execution of capacity-building needs assessments to identify gaps and training requirements for migration services representatives.
Assisting in the organization and delivery of training sessions focused on emergency preparedness and response for relevant national stakeholders.
Collaborating with IOM to support project implementation, which includes liaising with diverse organizational units and external partners to initiate requests, obtain necessary clearances, and follow up on administrative actions.
Drafting status reports to monitor project progress, identifying any shortfalls in delivery, and proposing corrective measures to the supervisor.
Performing other related duties as assigned by IOM management to ensure the successful execution of project objectives.
Required Qualifications: Candidates must possess a school diploma with a minimum of five years of relevant experience, or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution, along with at least two years of professional experience. Prior work experience with international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting is considered an advantage. Additionally, candidates should have a solid understanding of financial rules and regulations relevant to the consultancy.
Educational Background: The educational background required for this position includes either a school diploma with extensive relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or similar disciplines. The degree must be from an accredited academic institution, ensuring that candidates have a strong theoretical foundation to support their practical experience in the field.
Experience: The position requires candidates to have a minimum of five years of relevant experience if they hold a school diploma, or at least two years of professional experience if they possess a Bachelor’s degree. Experience working with international humanitarian organizations or in government institutions is highly valued, particularly in roles that involve capacity building, training, or migration governance.
Languages: Proficiency in Kazakh, English, and Russian is mandatory for this position. Candidates must demonstrate the ability to communicate effectively in these languages, as they will be essential for conducting training sessions and liaising with various stakeholders. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The consultancy is expected to last from December 2025 to November 2026, spanning a total of 11 months. Travel may be required as part of the consultancy duties. It is important to note that any offer made to the candidate is subject to funding confirmation. The appointment will also depend on the candidate's medical fitness for the role, as well as verification of residency, visa, and necessary authorizations by the concerned government, where applicable. IOM provides coverage for consultants against occupational accidents and illnesses under the Compensation Plan (CP) at no cost for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of such coverage before commencing work. IOM maintains a zero-tolerance policy regarding conduct that contradicts the aims and objectives of the United Nations and IOM, including issues related to sexual exploitation and abuse, harassment, and discrimination. Furthermore, IOM does not charge any fees at any stage of the recruitment process and only accepts applications submitted through its online recruitment system.
