The OSCE Programme Office in Astana was established to assist Kazakhstan in addressing security challenges and threats, aligning with the host country's priorities and the OSCE's commitments.

Job Overview:
The position of Politico-Military Officer is crucial within the OSCE Programme Office in Astana, where the incumbent will work autonomously to provide strategic direction and oversight of the Programme's activities. This role involves developing and proposing strategies, identifying priority projects, and coordinating the implementation of politico-military activities. The officer will also be responsible for preparing the Programme's Unified Budget proposal and monitoring its execution. The incumbent will engage with national and international stakeholders on politico-military issues, ensuring alignment with the OSCE's mandate and Kazakhstan's security needs. The role requires a proactive approach to managing complex security-related challenges, fostering political dialogue, and promoting cooperation among various entities.

Duties and Responsibilities:
The Politico-Military Officer will manage the Politico-Military Dimension (PMD) and provide direction to activities in accordance with the OSCE Programme Office's mandate. Key responsibilities include:
  • Informing senior management of political priorities and identifying key projects;
  • Developing and implementing strategies to address new challenges;
  • Compiling and submitting regular reports to the OSCE Secretariat;
  • Coordinating cooperation on politico-military issues with various stakeholders;
  • Monitoring and implementing PMD activities and projects;
  • Supervising and analyzing reports on political and military/security developments;
  • Assisting in organizing OSCE regional events;
  • Coaching and supervising the PMD team;
  • Contributing to written outputs such as speeches and reports; 1
  • Monitoring project budgets and ensuring timely payments; 1
  • Identifying areas for potential programmatic activity and preparing project proposals; 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess significant experience in politico-military relations with international organizations or governments. They should have the ability to compile and analyze information of a politico-military nature. Strong organizational, analytical, communication, and interpersonal skills are essential, along with experience in negotiating and liaising with government officials and institutions. The ability to work independently or with minimal supervision is crucial, as is a thorough understanding of multi-disciplinary issues in international cooperation and development.

Educational Background:
A second-level university degree in international studies, diplomacy, military or police affairs, political science, law, public policy, or public administration is required. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree.

Experience:
A minimum of 6 years of relevant professional experience is required, particularly in areas related to security sector governance and reform, cybersecurity, counter-terrorism, and political dialogue with government and civil society.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of the Russian language is also required, while professional fluency in Russian is considered an asset.
