Job Overview:
The Consultant for Youth Engagement Activities will play a crucial role in implementing the UK’s Seasonal Workers Scheme (SWS) in Kazakhstan, focusing on empowering youth as peer educators and community mobilizers. This position involves developing and facilitating training modules that promote safe migration practices, digital literacy, and peer education methodologies. The consultant will work closely with regional Youth Policy Departments to raise awareness about the SWS and ensure that young people have access to reliable information regarding migration. The consultant will also be responsible for creating gender-sensitive training materials that are accessible both online and offline, utilizing gamified approaches to engage youth effectively. The overarching goal is to mitigate the risks associated with unsafe migration and enhance the livelihoods and quality of life for migrants and their families.

Duties and Responsibilities:
  • Develop an interactive training module that combines safe migration awareness, digital literacy, and peer education methodologies.
  • Ensure all training materials are gender-sensitive and accessible in both online and offline formats.
  • Utilize gamified approaches to create engaging training modules that can be adapted for peer-learning cascade training.
  • Facilitate training of trainers and peer learning sessions in various cities including Astana, Konaev, Aktau, and Turkistan.
  • Provide templates and facilitation guides for peer-to-peer sessions.
  • Collaborate with government organizations, including career development centres and youth policy departments, to select youth educators.
  • Monitor and evaluate the effectiveness of training sessions and materials, making adjustments as necessary to improve outcomes.
  • Engage with relevant stakeholders, including government officials and community leaders, to promote the SWS and safe migration practices.

Required Qualifications:
  • A degree in social sciences or education is required, with a Master’s degree preferred.
  • Specialized knowledge in migration, youth engagement, and digital literacy is essential.
  • A strong understanding of national and international legislation related to migration, labor rights, human rights protection, and counter-trafficking is necessary.
  • At least 5 years of working experience in migration-related fields is required.
  • Prior experience conducting research on labor migration is highly desirable.
  • Extensive facilitation skills and experience in communication with migrants and relevant government stakeholders are crucial.
  • Demonstrated knowledge of international data and migration statistics standards and practices is required, along with the ability to apply this knowledge in a new context.
  • Strong organizational skills, attention to detail, and the ability to work effectively with colleagues from diverse cultures and professional backgrounds are essential.

Educational Background:
Candidates must possess a degree in social sciences or education, with a Master’s degree being preferred. The educational background should include specialized knowledge in migration, youth engagement, and digital literacy, which are critical for the successful execution of the responsibilities associated with this position.

Experience:
The position requires a minimum of 5 years of relevant working experience in migration, particularly in areas related to youth engagement and safe migration practices. Candidates should have prior experience conducting research on labor migration and a proven track record of facilitating training sessions and workshops.

Languages:
Proficiency in English, Kazakh, and Russian is mandatory for this position. The ability to communicate effectively in these languages is essential for engaging with diverse stakeholders and delivering training sessions.

Additional Notes:
The consultancy is expected to last until December 2025, with specific performance indicators to evaluate the results of the work assignment. Travel may be required upon request. The consultant will be covered against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy.
