Job Overview:
The Counter-Trafficking Programme Officer will play a crucial role in supporting IOM's efforts to combat human trafficking in Malaysia. This position involves reviewing and assessing national counter-trafficking frameworks and policies to ensure alignment with international standards, such as the Palermo Protocol and the ASEAN Convention. The successful candidate will be responsible for designing and delivering training modules for various stakeholders, including law enforcement and NGOs, focusing on victim identification and trauma-informed care. Additionally, the officer will engage with government agencies and civil society to coordinate assistance for victims of trafficking (VoTs) and support the development of national action plans. The role also includes conducting research and analysis on trafficking trends and vulnerabilities, as well as developing monitoring and evaluation tools to assess program effectiveness. The officer will be expected to provide recommendations for program improvement and sustainability, expanding the mission's counter-trafficking portfolio, and performing other duties as assigned.

Duties and Responsibilities:
  • Policy and Strategy Support: Review and assess existing national counter-trafficking frameworks and policies, providing recommendations for alignment with international standards. Support the development of national action plans or strategic frameworks.
  • Capacity Building: Design and deliver training modules for law enforcement, immigration, social workers, and NGOs on victim identification, trauma-informed care, and referral mechanisms. Facilitate workshops on these topics.
  • Stakeholder Engagement: Coordinate with government agencies, civil society, international organizations, and private sector actors on assistance to VoTs, including shelter management and national referral mechanisms. Support multi-sectoral task forces or working groups on trafficking in persons (TIP).
  • Research and Analysis: Conduct situational analysis and mapping of trafficking trends, routes, and vulnerabilities. Prepare evidence-based reports and policy briefs.
  • Monitoring and Evaluation: Develop M&E tools to assess program effectiveness and provide recommendations for program improvement and sustainability.
  • Expand the mission’s counter-trafficking portfolio.
  • Perform other duties as assigned.

Required Qualifications:
The ideal candidate should possess a Master’s degree in political science, social science, business administration, international relations, law, labor relations, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a university degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates should have experience in project/programme management with UN agencies or NGOs in migration management, focusing on rights-based border governance and security" style="border-bottom: 1px dotted #007bff !important;">security sector reform. A strong understanding of monitoring and evaluation tools and approaches is essential, as well as experience in finance, procurement, and human resource management within a project context. The candidate should also have experience in designing and delivering training, project development, and writing project proposals and concept notes.

Educational Background:
Candidates must have a Master’s degree in political science, social science, business administration, international relations, law, labor relations, or a related field from an accredited academic institution. Alternatively, a university degree in the above fields with seven years of relevant professional experience is acceptable. This educational background is crucial for understanding the complexities of migration management and counter-trafficking efforts.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a university degree. Experience in project/programme management with UN agencies or NGOs is essential, particularly in migration management and rights-based governance. Candidates should have a proven track record in monitoring and evaluation, finance, procurement, and human resource management, as well as experience in designing and delivering training programs. Previous experience in strategic advisory roles and gender mainstreaming for interventions is also desired.

Languages:
Fluency in English is required for this position, both oral and written. IOM's official languages include English, French, and Spanish, but proficiency in English is mandatory. Knowledge of additional languages may be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
The appointment is subject to funding confirmation and will require certification of medical fitness, verification of residency, visa, and government authorizations where applicable. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy. However, it does not offer evacuation or medical insurance for non-occupational accidents or illnesses, and consultants must secure their own medical insurance.
