IOM serves as a key source of advice on migration policy, research, data, and practice. The Migration Management Division (MMD) of IOM Pakistan implements a range of projects and activities to strengthen the capacities of the Government of Pakistan in areas such as migration and border governance, readmission cooperation, labor mobility, and countering trafficking in persons and smuggling of migrants. Activities include conducting assessments, improving infrastructure, providing technical equipment, and organizing trainings, workshops, and study visits.

Job Overview:
The Programme Officer will coordinate projects and activities assigned by the Senior Programme Manager, which includes planning and implementation, budgeting, monitoring and evaluation, project visibility, and reporting requirements. The officer will work closely with the National Programme Development & Reporting Officer to support the drafting of concept notes and project proposals based on initial ideas and inputs from the Senior Programme Manager and other MMD staff. The role involves leading and guiding staff and consultants in areas of programme/project development, implementation, visibility, reporting, and monitoring and evaluation (M&E). The Programme Officer will analyze programme/project delivery and make recommendations for strategic and operational improvements aligned with the MMD's strategic vision and key performance indicators. Establishing and maintaining professional relationships with relevant governmental authorities, donors, UN agencies, NGOs, private sector, and civil society organizations is crucial for coordinating and promoting programme activities. The officer will prepare and deliver presentations during conferences, workshops, trainings, and other strategic events related to MMD programme activities. Participation in strategic and operational meetings with various stakeholders, both internally and externally, is also expected. In the absence of the Senior Programme Manager, the Programme Officer will act as the Officer in Charge, managing the Migration Management programme, supervising project activities, exercising delegation of authority, and fulfilling representational functions. Additionally, the officer will coordinate the preparation of regular and ad-hoc briefing notes, talking points, presentations, and other similar products for the senior management team of MMD, and perform other duties as assigned by the direct supervisor.

Duties and Responsibilities:
  • Coordinate projects and activities assigned by the Senior Programme Manager, including planning, implementation, budgeting, monitoring and evaluation, project visibility, and reporting requirements.
  • Collaborate with the National Programme Development & Reporting Officer to draft concept notes and project proposals based on inputs from the Senior Programme Manager and MMD staff.
  • Lead and guide staff and consultants in programme/project development, implementation, visibility, reporting, and M&E.
  • Analyze programme/project delivery and recommend strategic and operational improvements in line with MMD's strategic vision and key performance indicators.
  • Establish and maintain professional relationships with governmental authorities, donors, UN agencies, NGOs, private sector, and civil society organizations to coordinate and promote programme activities.
  • Prepare and deliver presentations at conferences, workshops, trainings, and other strategic events.
  • Participate in strategic and operational meetings with various stakeholders.
  • Act as Officer in Charge in the absence of the Senior Programme Manager, managing the Migration Management programme and supervising project activities.
  • Coordinate the preparation of briefing notes, talking points, presentations, and other products for senior management. 1
  • Perform other duties as assigned by the direct supervisor.

Required Qualifications:
  • Bachelor’s degree from an accredited academic institution, preferably in migration, international relations, security" style="border-bottom: 1px dotted #007bff !important;">security, development, humanitarian, or a similar field.
  • At least two years of relevant professional experience in programme/project management in the field of migration management, border governance, labor mobility, development, humanitarian, or similar areas.
  • Extensive experience in liaising with national governmental and non-governmental authorities, as well as with international institutions/organizations.
  • Sound understanding of internal and international migration-related issues from both operational and policy perspectives.
  • Familiarity with financial and business administration in IOM.
  • Strong analytical and problem-solving skills, including the ability to identify and resolve issues.
  • Experience in drafting project-related documents such as concept notes, project proposals, reports, briefing notes, talking points, presentations, and communication materials.
  • Experience working with UN agencies or international organizations; prior work with IOM and familiarity with IOM protocols is an asset.
  • Internationally recognized project management certification is a distinct asset.

Educational Background:
A Bachelor’s degree from an accredited academic institution is required, preferably in the area of migration, international relations, security, development, humanitarian, or a similar field. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires at least two years of relevant professional experience in programme/project management within the field of migration management, border governance, labor mobility, development, humanitarian, or similar areas. Candidates should have extensive experience in liaising with national governmental and non-governmental authorities, as well as with international institutions and organizations. A sound understanding of internal and international migration-related issues from both operational and policy perspectives is essential. Familiarity with financial and business administration in IOM is also required, along with strong analytical and problem-solving skills.

Languages:
Fluency in Urdu and English is required for this position, both oral and written. IOM’s official languages include English, French, and Spanish. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
