Job Overview:
The Senior Professional in Human Dimension Activities will play a crucial role in assessing and reporting on issues related to the human dimension, which encompasses a wide range of topics including human rights, penitentiary reform, elections, and democratization. The incumbent will be responsible for drafting background reports and contributing to the OSCE's regular reporting processes. This position requires a strategic mindset to define the necessary resources for the Human Dimension Activities programme and to oversee developments in the country related to these issues. The role involves advising on the development and implementation of projects that support the host State in fulfilling its Human Dimension commitments. The Senior Professional will also ensure compliance with the OSCE's Common Regulatory Management System (CRMS) and will be tasked with monitoring and reporting on all human dimension projects. This position demands a high level of collaboration with various stakeholders, including government officials, civil society, and international organizations, to effectively advocate for human rights and democratic principles.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including but not limited to: assessing and reporting on human dimension issues, drafting background reports, contributing to the OSCE POiB's regular reporting, defining strategies and resources for the Human Dimension Activities programme, overseeing developments related to human rights and penitentiary reform, advising on project development and implementation, ensuring compliance with OSCE regulations, monitoring and reporting on human dimension projects, arranging OSCE POiB events, maintaining communication with local and international stakeholders, representing the OSCE in external engagements, and performing other duties as required by the Head of Human Dimension Department. Additionally, the Senior Professional will serve as a first-level supervisor for four National Officers within the Human Dimension Department, ensuring effective team management and collaboration.

Required Qualifications:
Candidates must possess a first-level university degree in law, political science, international relations, human rights, or a related field. They should have a minimum of six years of relevant, diversified, and progressively responsible professional experience in international human rights or civil society within international organizations, government, or legal organizations. Knowledge of international human rights law and legal procedure standards is essential, along with strong organizational, analytical, communication, and interpersonal skills. The ability to work under pressure and manage multiple tasks effectively is also required.

Educational Background:
A first-level university degree in law, political science, international relations, human rights, or a related field is mandatory for this position. This educational background provides the necessary foundation for understanding the complexities of human rights issues and the legal frameworks that govern them.

Experience:
Candidates should have at least six years of relevant experience in the field of international human rights or civil society. This experience should be diversified and progressively responsible, demonstrating a deep understanding of the challenges and dynamics within international organizations, government, or legal sectors. Project management experience, particularly in rule of law-related activities, is highly desirable.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of Russian is also required, as it is essential for effective communication within the region. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.

This position is classified as a Senior Professional level and is offered as a fixed-term contract under international secondment.
