Job Overview: The National Expert on Carbon Markets will play a crucial role in the FAO's Technical Cooperation Programme aimed at strengthening the capacity of policymakers to mobilize investment for resilient and low-emission agrifood systems in Asia. This position involves leading, monitoring, and coordinating project activities at the national level, ensuring that all deliverables are met in a timely manner. The expert will work closely with various stakeholders, including government agencies, development partners, and civil society organizations, to enhance the capacity for mobilizing resources and implementing effective agrifood systems. The role requires a deep understanding of carbon markets and the Paris Agreement, as well as the ability to facilitate workshops, training sessions, and knowledge exchanges to promote best practices and innovative solutions in the sector.
Duties and Responsibilities: The incumbent will be responsible for a wide range of tasks, including but not limited to: supporting the coordination of national participation in trainings and workshops at both national and regional levels; providing technical support for project implementation, including organizing a national workshop tentatively scheduled for November 2025; conducting analyses to prioritize project types and programs with high development potential under Article 6 instruments; developing national readiness roadmaps for agrifood systems and Article 6 participation; preparing Article 6 project concepts and feasibility assessments; creating workshop and training reports and other knowledge products; and performing any other tasks as assigned by the project team. The expert will also be expected to engage with stakeholders to ensure effective communication and collaboration throughout the project lifecycle.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or Ph.D.) in fields such as economics, law, agriculture, policy, natural resources management, business administration, or a related area. Additionally, a minimum of 7 years of working experience in carbon markets is required, along with solid knowledge of Article 6 of the Paris Agreement and voluntary carbon markets (VCM). Professional working proficiency in both English and Vietnamese, both written and spoken, is mandatory. Furthermore, candidates must be nationals of Vietnam, ensuring a deep understanding of the local context and regulatory environment.
Educational Background: The educational background required for this position includes an advanced university degree, specifically a Master's or Ph.D., in relevant fields such as economics, law, agriculture, policy, natural resources management, or business administration. This advanced education is essential to equip the candidate with the necessary theoretical knowledge and analytical skills to effectively contribute to the project and its objectives.
Experience: The position requires a minimum of 7 years of professional experience in carbon markets. This experience should encompass a comprehensive understanding of the mechanisms and operations of carbon markets, particularly in relation to the Paris Agreement. Candidates should have a proven track record of working on projects that involve resource mobilization, policy development, and stakeholder engagement in the context of sustainable agrifood systems.
Languages: Candidates must have professional working proficiency in English and Vietnamese, both written and spoken. This bilingual requirement is crucial for effective communication with local stakeholders, as well as for the preparation of reports and documentation in both languages. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: The position is full-time and involves working closely with various stakeholders in a multidisciplinary and multicultural environment. The role may require occasional travel within Vietnam and potentially to other countries involved in the project.
