Job Overview: The National Operations Assistant plays a crucial role in supporting the FAO's emergency response projects in Vietnam. This position is integral to the implementation of Cash and Voucher Assistance (CVA) modalities, which include Cash for Work, Conditional Cash Grants, and Vouchers assistance. The assistant will be responsible for ensuring effective financial and operational support throughout the project cycle. This includes managing Letters of Agreement, travel logistics, and administrative coordination in compliance with FAO procedures and UN cost norms. The role requires frequent travel to project sites, indicating a dynamic work environment that involves direct interaction with beneficiaries and stakeholders.
Duties and Responsibilities: The National Operations Assistant will have a diverse set of responsibilities, including but not limited to: providing timely assistance throughout the cash and voucher program while ensuring a clear segregation of duties; collaborating closely with the technical team to assist in the implementation, supervision, and monitoring of CVA programming; supporting the distribution of assistance to beneficiaries and overseeing the redeeming process; conducting post-distribution monitoring exercises; contributing to the operational and administrative monitoring of contracts with service providers; managing travel and event logistics, including preparing travel authorizations and payment requests; supporting HR management by following up on contracts and maintaining project staff directories; and organizing and participating in workshops, meetings, and field missions to facilitate project implementation.
Required Qualifications: Candidates must possess a university degree in finance, accounting, business administration, or a related field. A minimum of three years of relevant experience in financial and operational support is required. Experience with emergency programs is considered an asset, and familiarity with FAO procedures and UN cost norms is advantageous. Candidates should demonstrate strong organizational skills and the ability to work collaboratively in a team environment.
Educational Background: The educational background required for this position includes a university degree in finance, accounting, business administration, or a related field. Higher educational qualifications must be obtained from institutions accredited or recognized in the World Higher Education Database (WHED).
Experience: Candidates should have a minimum of three years of relevant experience in financial and operational support, particularly in contexts related to emergency programs. This experience should demonstrate the ability to manage financial processes and support operational activities effectively.
Languages: A working knowledge of both English and Vietnamese is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration within the team and with stakeholders.
