The organization focuses on various aspects of migration, including climate mobility, which has become increasingly relevant in the context of global climate change and its impact on human displacement.
Job Overview: The Project Officer for Climate Mobility will play a crucial role in implementing research initiatives and facilitating multi-stakeholder consultations aimed at informing policy and programming related to climate mobility. This position is vital for advancing IOM Vietnam's climate mobility portfolio, especially in light of the increasing displacement caused by climate-related factors such as floods and storms. The successful candidate will work under the supervision of the Chief of Mission and the Head of Projects and Partnerships, collaborating closely with regional offices and specialists to ensure effective project implementation and alignment with IOM's broader objectives.
Duties and Responsibilities: The Project Officer will be responsible for coordinating the collection, verification, and analysis of data relevant to climate mobility. This includes assisting in the operational, administrative, and financial monitoring of projects, ensuring compliance with IOM policies and donor requirements. The officer will keep supervisors informed about project statuses, identify gaps, and propose improvements. Responsibilities also include developing work plans, project budgets, and monitoring tools, as well as preparing and disseminating project reports. The officer will liaise with donors, partners, and government counterparts, contribute to capacity-building activities, and participate in relevant conferences and workshops. Additionally, the officer will supervise project staff, provide training, and undertake duty travel for project implementation and monitoring.
Required Qualifications: Candidates must possess a Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields, along with two years of relevant professional experience. Alternatively, a Master's degree in the aforementioned fields is acceptable. A solid background in climate change, resilience, and adaptation, as well as experience working with governmental authorities and international organizations, is essential. Familiarity with the challenges faced by migrants and vulnerable groups is also required, along with strong project management and communication skills.
Educational Background: The educational requirements for this position include a Bachelor's degree from an accredited institution in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. Candidates with a Master's degree in these areas are also encouraged to apply. Accreditation must be from institutions listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education.
Experience: Candidates should have a solid background in climate change and migration, with programmatic and academic experience in resilience and adaptation. Experience in liaising with governmental authorities, international institutions, and NGOs is crucial. Additionally, prior work experience with international humanitarian organizations or in multicultural settings is advantageous, as it demonstrates the ability to navigate complex environments and work effectively with diverse groups.
Languages: Fluency in English and Vietnamese is required for this position, both orally and in writing. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be beneficial. Language skills will be evaluated during the selection process, which may include written and oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment and are expected to meet the same recruitment qualifications as International Professional staff. Appointment is contingent upon medical fitness certification and verification of residency and visa requirements. IOM maintains a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
