Job Overview:
The International Consultant on Ending Violence Against Women (EVAW) will play a crucial role in supporting UN Women's initiatives aimed at addressing and preventing violence against women in Vietnam. The consultant will work closely with the EVAW specialist and other UN Women staff and partners to provide technical and resource mobilization support in this area. The position requires the consultant to deliver timely and effective technical advice on the design and implementation of UN Women’s EVAW programs. This includes developing innovative and evidence-based concept notes, translating strategic plans into actionable project documents, and aligning project frameworks with the overall monitoring and evaluation framework. The consultant will also be responsible for reviewing existing assessments and recommending priorities for UN Women’s EVAW work in line with government priorities, such as digital transformation and economic growth. Additionally, the consultant will contribute to knowledge assets, including briefs and training documents, focusing on EVAW.

Duties and Responsibilities:
The consultant's responsibilities will include providing technical support for the design and implementation of EVAW program activities, developing concept notes, and ensuring the integration of EVAW into other thematic areas. The consultant will work with partners to translate UN Women’s strategic plan into project documents, including budget considerations and activity design. They will also review existing assessments and recommend priorities for EVAW initiatives. Furthermore, the consultant will maintain and expand UN Women’s network of partnerships on EVAW, mobilize resources for multi-year cooperation, and draft donor reports and corporate reporting inputs. The consultant will track project budget delivery and provide other technical support as requested by the Programme Specialist on EVAW and other UN Women personnel.

Required Qualifications:
Candidates must possess a Master’s Degree in Gender Studies, Human Rights, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. The position requires at least 10 years of working experience in designing, implementing, and monitoring projects focused on ending violence against women, gender equality, and development. Candidates should demonstrate a strong understanding of international frameworks for violence against women prevention and response, such as the RESPECT WOMEN prevention framework and the Essential Services Package for women and girls subjected to violence. Strong training and facilitation skills, along with excellent analytical and writing skills in English, are essential. Experience working in Vietnam is an advantage.

Educational Background:
The educational requirement for this position is a Master’s Degree in Gender Studies, Human Rights, or other relevant disciplines within the social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
The position requires a minimum of 10 years of relevant working experience in the design, implementation, and monitoring of projects focused on ending violence against women and promoting gender equality. Candidates should have a demonstrated understanding of international frameworks related to violence against women prevention and response, as well as strong training and facilitation skills. Experience in consultancy roles and familiarity with the context in Vietnam will be considered an advantage.

Languages:
Fluency in English is mandatory for this position. Knowledge of other UN official working languages is considered an asset, enhancing the candidate's profile for the role.
