In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The International Consultant on Ending Violence Against Women (EVAW) will play a crucial role in providing technical and resource mobilization support within UN Women’s EVAW portfolio. The consultant will collaborate closely with the EVAW specialist and other UN Women staff and partners to ensure effective implementation of programs aimed at ending violence against women. This position requires the consultant to offer timely and effective technical advice on the design and execution of UN Women’s initiatives in this area. The consultant will be responsible for developing concept notes that promote innovative and evidence-based activities, translating strategic plans into actionable project documents, and reviewing existing assessments to recommend future priorities for EVAW initiatives. The role also involves building partnerships and mobilizing resources to enhance UN Women’s contributions to EVAW in Vietnam, ensuring that the organization’s efforts align with government priorities and international standards.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including: 1) Providing technical support for the design and implementation of program activities related to EVAW, which includes developing concept notes and integrating EVAW into other thematic areas. 2) Collaborating with partners to translate UN Women’s strategic plans into project documents, ensuring alignment with budgets and result frameworks. 3) Reviewing existing assessments on EVAW and recommending priorities for future work. 4) Developing knowledge assets such as briefs and guidelines focused on EVAW. 5) Building partnerships and mobilizing resources for EVAW initiatives, identifying new partnerships to expand UN Women’s impact in Vietnam. 6) Supporting program management functions by drafting donor reports and tracking project budgets. 7) Providing additional technical support as requested by the Program Specialist on EVAW and other UN Women personnel.
Required Qualifications: Candidates must possess a Master’s Degree in Gender Studies, Human Rights, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The role requires a strong understanding of gender equality and development, particularly in the context of ending violence against women.
Educational Background: The educational requirements for this position include a Master’s Degree in Gender Studies, Human Rights, or other relevant social sciences disciplines. A first-level university degree may be considered if accompanied by sufficient relevant experience.
Experience: Candidates should have at least 10 years of experience in designing, implementing, and monitoring projects focused on ending violence against women and promoting gender equality. Familiarity with international frameworks for violence against women prevention and response is essential, along with strong training and facilitation skills. Experience working in Vietnam is considered an advantage.
