Job Overview:
The Program Deputy Field Coordinator (P-DFC) plays a crucial role in designing the local programmatic strategy for SI in Ukraine. This position involves promoting the integration of SI's core sectors, implementing innovative approaches, and establishing key partnerships to enhance operational efficiency. The P-DFC supports the Field Coordinator (FC) as SI's external representative to various stakeholders, including local authorities, technical entities, local NGOs, and international operators. The role requires maintaining an updated partners' mapping and acting as the local focal point for partnerships, overseeing the rollout of the partnership strategy, and closely monitoring activities and budgets transferred to partners. Additionally, the P-DFC will initiate future project proposals based on continuous local needs analysis and ensure quality checking of reporting data for both internal and external reports. The position is set against the backdrop of a challenging security" style="border-bottom: 1px dotted #007bff !important;">security context due to the ongoing conflict in Ukraine, requiring adaptability and resilience.

Duties and Responsibilities:
The P-DFC will be responsible for the following duties:
  • Design and implement the local programmatic strategy, ensuring alignment with SI's mission and objectives.
  • Promote the integration of core sectors, including WASH (Water, Sanitation, and Hygiene) and Shelter, into program activities.
  • Establish and maintain partnerships with local authorities, NGOs, and other stakeholders to enhance program effectiveness.
  • Conduct continuous local needs analysis to inform project proposals and programming decisions.
  • Monitor and evaluate the implementation of projects, ensuring adherence to quality standards and operational guidelines.
  • Prepare and review internal and external reports, ensuring accuracy and compliance with donor requirements.
  • Support capacity building initiatives for local partners and staff.
  • Navigate security constraints and adapt programming to ensure safety and effectiveness in high-risk areas.
  • Collaborate with the Field Coordinator to address HR challenges and ensure staff well-being in a volatile context.

Required Qualifications:
Candidates must possess the following qualifications:
  • A degree in international studies, development, humanitarian studies, or a related field.
  • A minimum of 3 years of experience in the humanitarian sector, with at least 2 years in a similar position.
  • Proven technical skills in proposal and strategy writing, project management, and needs analysis.
  • Basic knowledge of at least one of SI's sectors (WASH, Shelter) is essential.
  • Experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) is highly desirable.
  • Strong analytical mindset and change management skills.
  • Training or light experience in protection mainstreaming is appreciated.

Educational Background:
The educational background required for this position includes a degree in international studies, development, humanitarian studies, or a related field. This academic foundation is essential for understanding the complexities of humanitarian work and the specific challenges faced in conflict-affected areas.

Experience:
The position requires more than 3 years of experience in the humanitarian sector, with a minimum of 2 years in a similar role. This experience should encompass project management, strategy development, and engagement with local partners and stakeholders in a humanitarian context.

Languages:
Fluency in English is mandatory for this position. Knowledge of Ukrainian and/or Russian is considered an asset, while proficiency in French is also advantageous. These language skills are crucial for effective communication with local communities and stakeholders.

  • The role is based in Dnipro, Ukraine, and involves working in a challenging security environment. SI offers a competitive salary starting from EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 700 is provided, along with accommodation costs and travel expenses covered by SI. Expatriates benefit from a comprehensive insurance package that covers healthcare expenses, including medical and surgical costs, dental care, and repatriation. Breaks are implemented during the assignment, allowing for time off every three months, with an additional rest day granted for each month worked. Living conditions include fully equipped shared accommodations in Dnipro city center, with access to various amenities and services.
