Job Overview: The Planning and Monitoring Officer (NO2) will be based in Pemba, Mozambique, under the supervision of the Chief Field Office. This role is crucial for providing technical support and capacity building on monitoring for both development and humanitarian programming. The officer will ensure that data and evidence inform decision-making, improve program quality, and demonstrate results for children. Responsibilities include supporting planning, monitoring, and reporting of UNICEF’s programs in Cabo Delgado province, focusing on the situation of children’s and women’s rights, assessing program performance, and strengthening local capacities for monitoring. The officer will also enhance partnerships and tools for joint monitoring and accountability, ensuring timely and reliable information is available to guide programming and decision-making.
Duties and Responsibilities:
Develop and apply clear standards, tools, and guidance for program performance planning and monitoring across field-level interventions.
Establish a collective system for situation monitoring and assessment to provide timely and accurate data on the conditions of children, women, and families in Cabo Delgado.
Conduct regular field-level program monitoring, ensuring quality data is collected and shared with relevant stakeholders.
Track and report progress toward annual and multi-year results to contribute to evidence-based decision-making.
Strengthen the capacities of UNICEF staff, government counterparts, and civil society partners through training, mentoring, and technical support.
Ensure coordination and networking between the Field Office and wider national and global UNICEF developments to enhance organizational learning on effective monitoring.
Required Qualifications:
A university degree in social sciences, development planning, planning, evaluation, survey implementation, or advanced statistical research is required.
A minimum of 2 years of relevant professional field work experience in program development and implementation, including monitoring and evaluation activities.
Fluency in English and Portuguese is required.
Desirable qualifications include exposure to emergency programming, active involvement in humanitarian crisis response programs, and relevant experience in development, fragile settings, and humanitarian contexts. Knowledge of another official UN language or local language is an asset.

Additional Notes: This position is a temporary assignment, and UNICEF staff members holding fixed-term, continuing, or permanent appointments may apply.
