Job Overview: The WASH Project Coordinator will be responsible for overseeing the implementation of Water, Sanitation, and Heating (WASH) programs in accordance with IOM's regulations and global standards. This role involves coordinating the financial, logistical, administrative, and technical aspects of WASH projects, ensuring compliance with national recovery plans and grant agreements. The coordinator will monitor project implementation, document results, and recommend corrective actions as necessary. Additionally, the role requires promoting gender integration and human rights across all stages of WASH program implementation, developing monitoring and evaluation tools, and contributing to information management and visibility efforts. The coordinator will also identify potential areas for project development and participate in the creation of new project proposals, ensuring alignment with local water and sanitation contexts.
Duties and Responsibilities:
Coordinate the overall implementation of WASH projects, ensuring adherence to IOM policies and global standards.
Monitor project implementation status, document results, and evaluate outcomes while identifying and addressing deviations and bottlenecks.
Oversee contract management and ensure project milestones are met, monitoring contractor performance closely.
Promote the integration of gender, protection, and human rights issues in all WASH program stages.
Develop monitoring, evaluation, and reporting tools in line with IOM's frameworks.
Contribute to information management, including awareness-raising and visibility efforts.
Identify areas for project development and assist in drafting technical segments of proposals.
Participate in the development of methodologies and contingency plans to address emerging challenges.
Liaise with government entities, UN agencies, civil society, and other stakeholders. 1
Convene WASH technical committee meetings and track decisions and action points. 1
Organize and deliver capacity-building activities for staff and partners. 1
Supervise and guide WASH project staff, ensuring quality assurance for designs and deliverables. 1
Undertake duty travel to project sites for support and monitoring. 1
Perform other duties as assigned.
Required Qualifications:
Bachelor’s Degree or equivalent in Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, Public Health, or related fields with at least four years of relevant work experience; or a Master’s degree in the same fields with two years of relevant experience.
Certification as a licensed professional engineer is an advantage.
Experience in managing complex WASH projects and stakeholder engagement.
Knowledge of construction engineering, quality assurance, and contract management.
Familiarity with international and Ukrainian codes, policies, and best practices related to WASH projects.
Educational Background: Candidates must possess a Bachelor’s Degree or equivalent in relevant technical disciplines such as Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, or Public Health from an accredited institution. A Master’s degree in these fields is preferred and may reduce the required work experience. Certification as a licensed professional engineer is considered an asset.
Experience: Candidates should have substantial experience in project management, particularly with complex or large-scale WASH projects. This includes familiarity with project management software and experience in stakeholder engagement, particularly with governmental authorities and international organizations. Experience in construction engineering, quality assurance, and contract management is essential, and prior work with NGOs or international organizations is advantageous.
Languages: Fluency in English and Ukrainian is mandatory, both oral and written. Proficiency in additional languages may be beneficial but is not required.
Additional Notes: The position is subject to funding confirmation, and only shortlisted candidates will be contacted. The selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for 24 months. National Professional Officers must be nationals of the country of employment and will perform at a professional level with the same standards as International Professional staff. Appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
