Job Overview: The position of Local Consultant on Ending Violence Against Women and Children is crucial for supporting the implementation of the joint programme 'Elimination of Violence Against Women and Children in Vietnam 2021-2026' (EVAWC). The consultant will work closely with the Dien Bien Department of Home Affairs (DOHA) to coordinate and facilitate activities aimed at preventing and responding to violence against women and children. This role requires a deep understanding of gender-based violence issues, particularly in the context of Dien Bien province, and the ability to provide technical assistance and capacity-building support to local stakeholders. The consultant will be responsible for ensuring that the EVAWC programme's objectives are met within the specified timeframe, contributing to a safer environment for women and children in the region.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including providing technical assistance and coaching to DOHA focal points, preparing project documentation, coordinating with relevant departments, and ensuring compliance with financial regulations. Specific responsibilities include developing and implementing partner agreements, updating guidelines and directories of support services for survivors of violence, organizing training sessions for stakeholders, and preparing quarterly and final reports. The consultant will also support financial management processes, including budget preparation and submission of financial reports, ensuring adherence to UN Women and Vietnamese government regulations. The consultant must ensure the quality and timeliness of all deliverables, facilitating effective communication and collaboration among stakeholders.
Required Qualifications: Candidates must possess a Master's degree in Social Sciences or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. The position requires at least 7 years of relevant experience in development project coordination and management, particularly in gender equality and gender-based violence initiatives. Experience working with local authorities in Dien Bien province and a sound understanding of gender equality issues in the region are essential. Familiarity with ODA-funded projects, especially those involving UN agencies, is highly advantageous.
Educational Background: A Master's degree in Social Sciences or a related field is required for this position. In lieu of an advanced degree, a first-level university degree along with two additional years of qualifying experience may be considered acceptable. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively address the complexities of gender-based violence and women's empowerment.
Experience: The consultant must have a minimum of 7 years of relevant experience in development project coordination and management, specifically in the areas of gender equality and gender-based violence. This includes experience in providing technical advice to local authorities and working with ODA-funded projects. Experience in mountainous or remote areas, particularly in Dien Bien province, is highly desirable, as it will enhance the consultant's ability to navigate the local context and effectively implement project activities.
Languages: Fluency in English is mandatory for this position. Proficiency in Vietnamese or local dialects would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work in the community.
Additional Notes: This consultancy is home-based, with the requirement for travel to selected provinces as directed by UN Women and DOHA. Travel arrangements will be managed in accordance with UN Women’s Consultant Contract Policy and Duty Travel Policy.
