Job Overview: The Programme Analyst – GRB will play a crucial role in leading, coordinating, and managing the Gender Responsive Budgeting (GRB) programme within UN Women India. This position requires close collaboration with state teams, local partners, and various stakeholders to ensure effective implementation and management of the programme. The Programme Analyst will oversee the day-to-day operations, monitor and review the programme portfolio, work plans, and budget, and prepare necessary reports for both the donor and UN Women management. The role also involves mobilizing resources and enhancing the capacities of government officials and stakeholders to implement gender-responsive planning and budgeting measures at the local (panchayat) level. The Programme Analyst will be responsible for ensuring quality control of technical deliverables, finalizing methodologies for desk reviews, and providing guidance and support to state technical coordinators. This position is pivotal in advancing gender equality and women's empowerment through strategic planning, implementation, and oversight of the programme.
Duties and Responsibilities: The Programme Analyst – GRB will have a comprehensive set of duties and responsibilities, including:
Programme Planning, Implementation, and Oversight: Contributing to the strategic direction of the programme, leading the preparation and implementation of situation analyses, setting objectives, developing proposals, and designing plans using Results-Based Management (RBM) methodology. Developing, reviewing, and overseeing Annual Work Plans (AWPs) and budgets, providing technical and operational support, identifying areas for intervention, managing financial resources, overseeing contracting and management of implementing partners, and implementing the programme’s communication and visibility plan.
Monitoring, Evaluation, and Reporting: Developing and implementing the programme’s M&E framework, overseeing baseline assessments and evaluations, tracking progress on activities and finances, organizing project review meetings, and preparing progress and donor reports.
Partnerships, Coordination, and Resource Mobilization: Developing partnerships and resource mobilization strategies, maintaining relationships with government counterparts and UN agencies, conducting donor research, and participating in national coordination mechanisms.
Capacity Development and Technical Assistance: Delivering technical assistance, designing and facilitating capacity-building trainings, and conducting assessments to analyze learning outcomes.
Advocacy, Communication, and Knowledge Management: Preparing background documents and coordinating advocacy campaigns, developing technical knowledge products, and representing the programme in various forums.
Team Management: Providing managerial and administrative guidance, managing staff performance, and ensuring effective communication within the team and with stakeholders. The Programme Analyst will also perform other duties as assigned by the supervisor, with key performance indicators including timely and quality programme delivery, effective monitoring and evaluation, strong stakeholder relations, and impactful advocacy initiatives.
Required Qualifications: The position requires a Master’s Degree or equivalent in Social Sciences, Economics, Social Work, Gender Studies, Public Administration, Policy, or related fields. Candidates must possess a minimum of 7 years of experience in programme management and implementation, research, and training related to gender issues and women's empowerment. Additionally, a minimum of 5 years of experience working directly within the Panchayati Raj system at the national or state government level is required. Experience in Gender Responsive Budgeting at the national or subnational level with government ministries or departments is desirable, along with wider sectoral expertise in gender issues and experience in training content and government capacity building.
Educational Background: Candidates must hold a Master’s Degree or equivalent in relevant fields such as Social Sciences, Economics, Social Work, Gender Studies, Public Administration, or Policy. This educational background is essential for understanding the complexities of gender issues and the frameworks necessary for effective programme management and implementation.
Experience: The Programme Analyst – GRB is expected to have a minimum of 7 years of relevant experience in programme management, implementation, research, and training related to gender issues and women's empowerment. Additionally, candidates should have at least 5 years of experience working within the Panchayati Raj system at the national or state government level. Experience in Gender Responsive Budgeting at various governmental levels is also desirable, as is a broader understanding of gender issues and experience in developing training content and building government capacity.
Languages: Proficiency in English is mandatory, with a good command of Hindi in reading and writing being highly desirable. This bilingual capability is essential for effective communication and collaboration with various stakeholders and partners in the programme.
