This role involves ensuring the safety and security of staff, premises, and assets, particularly in the context of UNHCR's operations in India, where there is a significant population of refugees and asylum seekers. The incumbent will be based in New Delhi and will be responsible for covering security requirements for the Office of the Chief of Mission and the Vikaspuri Registration Centre. The Field Security Associate will provide advice on security matters to partner organizations and will be expected to have a strong understanding of security management systems, risk assessments, and local law enforcement structures. The role requires excellent communication and coordination skills, as well as experience in working with marginalized communities and UN security management systems. The Field Security Associate will play a vital role in ensuring that UNHCR can effectively carry out its mission in a challenging environment, where the safety of staff and the protection of vulnerable populations are paramount.
Duties and Responsibilities: The duties and responsibilities of the Field Security Associate include:
Assisting the supervisor in evaluating the level of risk and assessing existing security measures for UNHCR staff, operations, premises, partners, and persons of concern.
Conducting regular security assessment missions to the field as required, in coordination with UNDSS and other agencies, and gathering and analyzing information about the security situation during these missions.
Being aware of security protocols and procedures in place according to UNSMS policies and UNHCR policies, and conducting checks for compliance while advising management on any deficiencies.
Monitoring the physical security of UNHCR premises and reporting on any deficiencies.
Monitoring and supervising the guard force in accordance with relevant UNSMS policies and guidance.
Assisting UNHCR Protection Colleagues in ensuring the physical protection and security of refugees and other persons of concern.
Providing support during the implementation of security-related projects.
Assisting in the monitoring, updating, and reporting of security-related events.
Assisting in processing administrative security issues. 1
Maintaining relations and cooperation with UN security management system actors, local law enforcement agencies, civil authorities, and other relevant agencies. 1
Providing security briefings and training to UNHCR staff and, as appropriate, partner staff on relevant security risk management processes and measures for the country concerned. 1
Responding to staff queries on security issues and providing immediate assistance as required. 1
Providing security-related advice to the manager and other staff. 1
Maintaining liaison and building relationships with Host Government Security Forces and security counterparts. 1
Supporting the identification and management of risks and seeking to seize opportunities impacting objectives in the area of responsibility. 1
Ensuring decision-making in risk-based functional areas of work and raising risks, issues, and concerns to a supervisor or relevant functional colleagues. 1
Performing other related duties as required.
Required Qualifications: The required qualifications for the Field Security Associate position include a good knowledge of the field of security and a significant understanding of security management systems. Candidates should have demonstrable experience in conducting security risk assessments and providing support to senior managers to make informed decisions on mitigation measures. A good understanding of local government law enforcement structures in India and experience in establishing an effective network of contacts is essential. Candidates should also possess good communication, coordination, and networking skills, as well as experience working with UN security management systems. Experience in humanitarian or United Nations organizations and working with marginalized communities would be advantageous.
Educational Background: The educational background required for the Field Security Associate position includes a High School Diploma with 3 years of relevant experience, or a Bachelor’s degree or equivalent with 2 years of relevant work experience. While specific fields of education are not applicable, candidates should have relevant certifications in security and safety.
Experience: The level of experience needed for the Field Security Associate position includes at least 3 years of relevant experience with a High School Diploma or 2 years of relevant work experience with a Bachelor’s degree or higher. Candidates should have a high level of knowledge in the security field and experience in field security operations and security analysis.
Languages: For this position, knowledge of English is mandatory, and familiarity with the UN working language of the duty station is required if it is not English. Additionally, knowledge of the local language is beneficial for effective communication and interaction with local communities and authorities.
Additional Notes: This position is a UNOPS Local Individual Contract Agreement (LICA) position in India and is open only to Indian nationals. The selected candidate will be required to work from the UNHCR Office or other UNHCR partner locations in New Delhi. Only shortlisted candidates will be contacted, and they may be required to undergo a written test and/or an interview. The position does not require functional clearance and is not remote.
