Job Overview:
The National Resources Management Officer (RMO) will work under the general supervision of the Head of Office and will be responsible for leading the finance, administration, human resources, and logistics functions within the Country Office. This role requires overseeing the procurement and logistics functions, ensuring effective financial management, and delivering results in a complex environment. The RMO will support the monitoring of financial management for all activities in the Country Office, including reviewing financial expenditures and ensuring accountability. The position also involves facilitating treasury management by forecasting cash flows according to Country Office activities and its Sub-Offices, as well as preparing financial reviews of projects and assisting in annual budget preparations. The RMO will play a crucial role in maintaining internal controls to safeguard the organization’s assets and prevent fraud, while also managing human resources functions and overseeing supply chain services.

Duties and Responsibilities:
  • Lead the finance, admin, HR, and logistics functions within the Country Office.
  • Oversee procurement and logistics functions, ensuring compliance with organizational policies.
  • Monitor and oversee financial management for all activities, including reviewing expenditures and ensuring accountability.
  • Facilitate treasury management by forecasting cash flows and monitoring fund disbursement.
  • Prepare financial reviews of projects, overseeing budget control processes and analyzing variances.
  • Assist in annual budget preparation and support the preparation of budgets for new projects.
  • Maintain and strengthen internal controls to safeguard assets and prevent fraud.
  • Review payroll versus budgets and validate salary allocations.
  • Draft project and donor financial reports in accordance with IOM regulations. 1
  • Participate in reviewing existing systems and recommend improvements for efficiency. 1
  • Manage human resources functions and make recommendations on recruitment and personnel administration. 1
  • Oversee supply chain services, including contracts with suppliers and management of support services. 1
  • Participate in UN meetings as required. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in finance, accounting, business administration, management, or a related field from an accredited institution with two years of relevant professional experience; or a university degree in the above fields with four years of relevant professional experience.
  • Professional certification as a Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
  • Experience in financial administration, including management, accounting, and budgeting.
  • Experience in human resources, procurement, and logistics.
  • Familiarity with Enterprise Resource Planning systems.
  • Experience in emergency operations and monitoring and evaluation is an advantage.

Educational Background:
Candidates must possess either a Master’s degree in finance, accounting, business administration, management, or a related field from an accredited academic institution, along with two years of relevant professional experience, or a university degree in the same fields with four years of relevant professional experience. Professional certifications such as CA, CPA, CIMA, or ACCA are considered advantageous.

Experience:
The position requires candidates to have experience in all areas of financial administration, including financial management, accounting, and budgeting. Additionally, experience in human resources, procurement, and logistics is essential. Familiarity with Enterprise Resource Planning systems is necessary, and experience in emergency operations, monitoring, evaluation, or audit is considered an advantage.

Languages:
Proficiency in English and Hindi is mandatory for this position. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
The appointment is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will also be subject to certification of medical fitness, verification of residency, visa, and authorizations by the concerned government, where applicable.
