The organization has set an ambitious non-core resource mobilization target of USD 30 million over five years and is actively involved in initiatives like the Coalition for Reproductive Justice in Business (CRJB) and South-South and Triangular Cooperation (SSTC).

Job Overview:
The Resource Mobilization and Partnerships Consultant will play a crucial role in expanding UNFPA’s donor base and strengthening engagement with the private sector. This position is integral to advancing strategic initiatives that promote sexual and reproductive health and rights (SRHR), gender equality, and SSTC. The consultant will be responsible for developing a strong donor and partner pipeline, identifying funding opportunities, and cultivating strategic partnerships. The role requires a proactive approach to donor engagement, supporting high-quality concept and proposal submissions, and contributing to the development of compelling donor-facing materials. The consultant will also coordinate across various teams to ensure proposals reflect technical soundness and programmatic priorities, while maintaining accurate records of donor engagement and supporting ongoing knowledge management efforts.

Duties and Responsibilities:
  • Support the development of a strong donor and partner pipeline by identifying aligned funding opportunities and cultivating strategic partnerships.
  • Contribute to achieving UNFPA India’s non-core resource mobilization targets by driving donor engagement and supporting high-quality concept and proposal submissions.
  • Conduct research on donor priorities, funding windows, and submission processes to inform engagement strategies and proposal alignment.
  • Develop compelling donor-facing materials, including presentations, briefing notes, and concept pitches.
  • Assist the RM Specialist in coordinating across thematic, innovations, and state teams to identify priority areas for resource mobilization.
  • Maintain accurate records of donor engagement and support ongoing knowledge management for RM efforts.
  • Support innovative financing initiatives led by the India Country Office, including the design, development, and implementation of alternative financing models.
  • Coordinate with thematic, innovations, and state teams to synthesize inputs and ensure proposals reflect technical soundness and programmatic priorities.
  • Conduct research and data analysis to ensure proposals are evidence-based and tailored to specific donor requirements. 1
  • Identify and engage corporate partners whose business strategies align with CRJB’s value proposition. 1
  • Support onboarding of private sector partners through orientation sessions, executive briefings, and policy dialogues. 1
  • Contribute to the design and implementation of SSTC initiatives, including preparation of project documents and coordination with partner countries. 1
  • Work closely with the Communications team to develop and implement a donor communication and visibility plan that highlights UNFPA’s results and impact stories.

Required Qualifications:
  • Bachelor's degree in Business Administration, Economics, Commerce, Social Work, Communications, Marketing, International Relations, or related disciplines.
  • 3-5 years of progressively responsible and relevant professional work experience in fundraising, particularly in the development sector.
  • Proven track record of building meaningful partnerships and resource mobilization.
  • Understanding of sexual and reproductive health, family planning, and gender and human rights.
  • Exceptional written and verbal communication skills, with the ability to present complex information clearly and compellingly.
  • Ability to work collaboratively with multidisciplinary teams and stakeholders.
  • Familiarity with the international development landscape and donor requirements.
  • Good knowledge of the donor ecosystem and development actors.
  • Ability to identify and propose innovative solutions for increased resource mobilization. 1
  • Strong negotiation skills and the ability to exercise tact in interacting with partners. 1
  • Collaborative and proactive approach to work, with the ability to work effectively in a team environment. 1
  • Familiarity with donor requirements, guidelines, and reporting mechanisms.

Educational Background:
A Bachelor's degree in relevant fields such as Business Administration, Economics, Commerce, Social Work, Communications, Marketing, International Relations, or related disciplines is required for this position. This educational background is essential to ensure that the consultant possesses the necessary knowledge and skills to effectively engage in resource mobilization and partnerships, particularly in the context of sexual and reproductive health and rights.

Experience:
The position requires 3-5 years of progressively responsible and relevant professional work experience in fundraising, particularly within the development sector. Candidates should have a proven track record of building meaningful partnerships and mobilizing resources effectively. Experience in understanding sexual and reproductive health, family planning, and gender and human rights is also essential, as is familiarity with the international development landscape and donor requirements.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of one of the Indian official languages is desirable, as it would facilitate communication and engagement with local stakeholders. Knowledge of other UN languages is considered an asset, enhancing the consultant's ability to operate in a diverse and multilingual environment.

The consultancy is expected to last for a duration of 11 months, from March 2026 to February 202
  • The consultant will work on a full-time basis and will be required to submit monthly progress reports detailing achievements, funding mobilized, and updates on donor engagement. Payment will be made monthly upon submission of an invoice supported by the progress update, subject to review and approval by the relevant UNFPA officials. The consultant may also be required to travel as part of this consultancy, with travel expenses covered according to UNFPA rules.
