Job Overview:
The position of International Consultant for Health-Promoting Schools (HPS) Teacher Training Curriculum Development is crucial in supporting the Government's initiative to transform schools into Health-Promoting Schools under the guidance of WHO and UNESCO. This role involves leading the design and development of a competency-based and contextualized teacher training curriculum and manual specifically tailored for Bangladesh’s secondary school sector. The consultant will work collaboratively with UNESCO Dhaka and the National Academy for Educational Management (NAEM) to address identified gaps in teachers' skills and enhance the overall quality of education. The consultant will be responsible for creating a structured training curriculum that aligns with global health standards while being adaptable to local contexts, ensuring that it includes comprehensive training on mental health, sexual and reproductive health and rights (SRHR), comprehensive sexuality education (CSE), gender inclusion, violence prevention, and digital safety. The consultant will also oversee the development of evaluation tools to assess the effectiveness of the training curriculum and manual, ensuring that it meets the needs of diverse learners and adheres to global standards.

Duties and Responsibilities:
The International HPS INSET Expert will undertake a series of tasks over the consultancy period, including:
  • Conducting an onboarding and desk review to familiarize with existing reports, national curriculum, and global HPS standards.
  • Developing a comprehensive HPS Training Curriculum and Manual, including objectives, modules, session plans, and methodologies for a 3-day INSET course.
  • Drafting and editing the curriculum and manual, ensuring integration of key health topics and competency-based approaches.
  • Designing feedback and evaluation mechanisms to assess the training curriculum's effectiveness.
  • Monitoring and collecting data during pilot training sessions to evaluate the quality and effectiveness of the training delivery.
  • Finalizing the training curriculum and manual based on feedback from pilot sessions and ensuring alignment with global standards.
  • Conducting Training of Trainers (ToT) sessions to equip trainers with the necessary skills to deliver the training course.
  • Submitting a final report and the completed training materials, including a scale-up and rollout plan.

Required Qualifications:
Candidates must possess an advanced degree in Education, Public Health, Curriculum Development, or a related field, with a PhD in Education preferred. A minimum of 10 years of international experience in developing teacher training programs focused on health and well-being, health-promoting schools, SRHR, or CSE is required. Proven expertise in competency-based training approaches and teacher professional development is essential, along with a strong understanding of WHO/UNESCO Global Standards for Health-Promoting Schools. Excellent facilitation, writing, mentoring, and interpersonal communication skills are also necessary for this role.

Educational Background:
The ideal candidate should have an advanced degree in Education, Public Health, Curriculum Development, or a related field. A PhD in Education is preferred, indicating a high level of expertise and knowledge in the field of education and curriculum development.

Experience:
Candidates should have a minimum of 10 years of international experience in developing teacher training programs related to health and well-being, health-promoting schools, sexual and reproductive health and rights (SRHR), or comprehensive sexuality education (CSE). Experience working in South Asia or comparable contexts is highly desirable, as it demonstrates an understanding of the regional educational landscape and cultural nuances.

Languages:
Proficiency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of additional languages relevant to the region may be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and communities.

Additional Notes:
The consultancy is expected to last from January 2026 to June 2026, with a combination of remote and in-country work as needed. Approximately four missions will be conducted during this period.
